Job Description
SUMMARY OF JOB
The COSSUP Project Manager leads the implementation and oversight of activities funded through the Bureau of Justice Assistance (BJA) Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP). This role ensures alignment with DOJ priorities to reduce overdose, repetition, and substance use-related harm through coordinated, multidisciplinary, and evidence-based responses. Responsible for administration and compliance of the COSSUP grant, ensuring adherence to federal requirements, financial regulations, and program policies. Provides oversight of documentation, reporting, and interagency coordination to maintain accountability and program integrity.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1.
Ensure compliance with DOJ/BJA requirements and 2 CFR 200. Maintain documentation for audits and monitoring. Align activities with approved grant objectives. 2. Monitor budget, expenditures, and allowable costs. Maintain accurate financial records and reports. 3. Develop and maintain SOPs and program policies. Ensure staff and partners follow compliance standards. 4. Oversee data collection and PMT reporting. Submit accurate and timely programmatic and financial reports. 5. Maintain MOUs/LOAs with partner agencies. Monitor partner compliance and performance. 6. Prepare for audits and site visits. Track compliance with grant conditions and deadlines.
SUPERVISORY RESPONSIBILITIES
Direct supervision of project staff and coordination with partner agency personnel. Ensure staff compliance with grant requirements, deliverables, and timelines. Facilitate staff development in COSSUP-related best practices. EDUCATION and/or
EXPERIENCE
Bachelor's degree preferred. Minimum 3 years grant administration or compliance experience. Knowledge of federal grant management and reporting requirements.
OTHER REQUIREMENTS
Valid driver's license and ability to travel required.
PHYSICAL REQUIREMENTS
Ability to perform the essential job functions consistently safely and successfully with the ADA and other federal, state, and local standards. Ability to maintain regular punctual attendance consistent with the ADA and other federal, state, and local standards. Must be able to lift to 25 pounds. Must be able to talk, listen and speak clearly on telephone.
