2992010441-2 Apply for this job now Job Description Plains All American Pipeline is seeking a Project Manager, Development to lead capital projects across our midstream energy portfolio. Based in Houston, you will manage the full project lifecycle for pipeline, storage, and terminal expansions-from scoping and feasibility through engineering, construction, commissioning, and handover. Responsibilities include schedule, budget, and risk management; coordinating internal engineering, operations, and commercial teams; overseeing contractors; driving safety and environmental compliance; and ensuring projects meet performance, reliability, and regulatory standards in a fast-paced, performance-driven culture. Responsibilities Lead end-to-end development of pipeline, storage, and terminal capital projects Define project scope, objectives, schedules, and budgets Coordinate internal engineering, operations, and commercial stakeholders Manage contractors, vendors, and construction activities Monitor project risks, issues, and change control processes Ensure compliance with safety, environmental, and regulatory requirements Report project status, costs, and performance metrics to leadership Support commissioning, handover, and post-project reviews Required Skills Project lifecycle management Capital project planning and controls Budgeting and cost control Schedule development and tracking (e.g., Primavera/MS Project) Risk management and mitigation Contractor and vendor management Pipeline and terminal project understanding Regulatory and environmental compliance Construction management oversight Technical documentation and reporting
