M&E Capitol Project Manager

Job Description

The ideal candidate will have experience managing industrial, manufacturing, construction, facility expansion, or capital improvement projects and will thrive in a highly collaborative environment requiring extensive coordination with engineering, operations, maintenance, EHS, contractors, and executive stakeholders. This role requires a hands-on leader who can effectively navigate both strategic planning and field execution while ensuring projects are completed safely, on schedule, and within budget. Key Responsibilities Lead projects through the complete project lifecycle including: Initiation Planning Budget development Procurement Execution Commissioning Project closeout Manage multiple concurrent capital and operational improvement projects across manufacturing facilities. Develop project scopes, schedules, budgets, resource plans, and risk mitigation strategies. Coordinate activities between engineering, operations, maintenance, EHS, procurement, contractors, and external vendors. Track project performance using established KPIs and communicate status updates to leadership. Facilitate stakeholder meetings and drive alignment across project teams. Manage contractor selection, vendor relationships, and procurement activities. Ensure compliance with company safety standards, environmental regulations, and project governance requirements. Support facility upgrades, equipment installations, process improvements, infrastructure projects, and plant expansion initiatives.
Maintain comprehensive project documentation including:
Project charters Capital requests Schedules Change orders Risk assessments Final project reports Identify opportunities to improve project execution through technology, automation, digital tools, and AI-enabled project management practices. Required Qualifications Bachelor's degree in Engineering, Construction Management, Industrial Technology, Project Management, or a related technical discipline. 8+ years of project management experience in one or more of the following environments: Manufacturing Industrial operations Chemical processing Construction Capital projects Facility expansion programs Proven experience managing projects from initiation through closeout. Experience managing project budgets, schedules, procurement activities, and contractor relationships. Strong understanding of capital project execution methodologies and stage-gate project management processes. Demonstrated ability to lead cross-functional teams and influence stakeholders at all organizational levels. Excellent communication, presentation, and organizational skills. Ability to work onsite in Moses Lake, Washington. Ability to travel as project requirements dictate (up to 50%). Preferred Qualifications PMP certification or equivalent project management certification. Experience leading manufacturing plant expansions, facility upgrades, or greenfield/brownfield projects. Experience with industrial construction or EPC projects. Background supporting chemical, specialty materials, semiconductor, mining, pulp & paper, energy, or other industrial manufacturing environments. Experience utilizing AI, automation, or digital transformation tools to improve project execution and organizational efficiency. Experience managing projects involving process equipment, utilities, infrastructure, or facility systems.
