The Assistant Roving Property Manager provides operational support to multiple affordable housing communities throughout the NW Suburbs of Minnesota. This position travels between assigned properties to assist with staffing shortages, new lease-ups, employee training, compliance, resident relations, leasing, and daily property operations. Job Summary:
Northstar Residential is looking for a full-time, experienced, Roving Assistant Property Manager to provide operational support to multiple affordable housing communities throughout the NW Suburbs of Minnesota. This position travels between assigned properties to assist with staffing shortages, new lease-ups, employee training, resident relations, leasing, and daily property operations. The Assistant Property Manager works closely with Property Manager(s) to ensure each community remains compliant, financially successful, and provides exceptional customer service. This role requires flexibility, strong organizational skills, and extensive knowledge of affordable housing programs. Essential Duties and Responsibilities Property Operations
Provide coverage at multiple apartment communities, as assigned.
Assist with daily office operations during staffing transitions, vacations, or vacancies.
Ensure communities maintain excellent curb appeal and cleanliness.
Coordinate with maintenance staff regarding work orders, inspections, unit turns, and emergency maintenance.
Create and complete work orders.
Respond professionally to resident concerns and resolve issues promptly.
Assist with move-ins, move-outs, transfers, and lease renewals. Affordable Housing Compliance
Assist with initial certifications and annual recertifications.
Maintain compliance with LIHTC (Section 42), HUD, HOME, and other affordable housing programs.
Review and maintain resident files to ensure accuracy and audit readiness.
Prepare communities for agency inspections including NSPIRE, Management and Occupancy Reviews, and state compliance monitoring.
Maintain confidentiality of resident information. Leasing & Occupancy
Conduct apartment tours and market available units.
Prepare leases, lease addendums, and move in paperwork.
Assist with marketing and resident retention efforts.
Monitor occupancy goals and minimize vacancy loss. Financial Responsibilities
Assist with rent collections and delinquency follow-up.
Assist with processing security deposits and move-out statements.
Support budget goals by monitoring expenses to stay within yearly budget and identifying cost-saving opportunities.
Assist with invoice processing. Leadership & Team Support
Support implementation of company policies and procedures.
Promote teamwork and maintain positive working relationships across all communities.
Participate in staff meetings and training sessions. Customer Service
Deliver exceptional service to residents, applicants, vendors, and community partners.
Address resident complaints professionally while maintaining Fair Housing compliance.
Foster a welcoming, respectful, and inclusive community environment. Assist residents with the resident portal app, LOFT, and utilizing communications through the LOFT app. Qualifications
Minimum of 2 - 3 years of affordable housing property management experience.
Experience with LIHTC (Section 42); HUD and other affordable housing programs preferred.
Knowledge of Fair Housing laws and Minnesota landlord-tenant regulations.
Strong organizational and time-management skills.
Ability to prioritize multiple assignments in a fast-paced environment.
Proficiency in Microsoft Office and property management software (RealPage, Onesite)
Valid Driver's license, reliable transportation, and ability to travel between assigned properties. Physical Requirements
Frequent travel between assigned communities.
Ability to walk properties, climb stairs, and inspect apartment homes.
Ability to lift up to 25 pounds, occasionally.
Ability to respond to after-hours emergencies as needed. Core Competencies
