FLSA EXEMPTION RATIONALE

This position qualifies as exempt under the executive exemption. The role's primary duty involves management of overall daily operations for a designated club unit, including supervision of program staff, member discipline, program delivery, and facility management. The position requires exercise of discretion and independent judgment on significant matters including personnel decisions, program planning, budget management, and community relations. The director regularly directs the work of employees and has authority to hire, discipline, or make recommendations that carry particular weight regarding employment decisions.

POSITION SUMMARY

The Site Director manages all aspects of daily operations for a designated BGCDET 21st CCLC School Site, ensuring delivery of high-quality youth development programming in safe, engaging environments that facilitate achievement of positive outcomes. This role provides direct leadership to program staff, maintains 21st CCLC grant fidelity, builds community partnerships, and creates BGCDET club culture where youth develop skills and confidence for success. The position requires both operational management capability and youth development expertise to balance administrative responsibilities with mission-focused programming. This is a full-time, 40-hour-per-week position. Occasional evening and weekend hours are required for special events, family engagement activities, training, and grant-related meetings.

Grant Funding Notice:

This position is supported by external grant funding through the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program. Employment is contingent upon the annual renewal and continued funding of the grant, as well as satisfactory performance and organizational needs. Should grant funding be reduced, discontinued, or not renewed, this position may be modified or eliminated.

ESSENTIAL FUNCTIONS

Direct overall daily operations of assigned BGCDET 21st CCLC site with primary responsibility for member safety, program quality, staff supervision, grant documentation, community relations, school relations, and grant administration. Create club environment that facilitates achievement of youth development outcomes through positive culture, engaging programming, and supportive relationships between staff and members. Supervise, train, and evaluate program staff including hiring recommendations, scheduling, performance management, and professional development to build a capable team aligned with the organizational mission. Plan, develop, implement, and evaluate site programs, services, and activities ensuring alignment with stated objectives, member needs and interests, and organizational quality standards. Ensure maintenance of healthy, safe, and welcoming physical environment through facility oversight, equipment management, supply procurement, and coordination with school maintenance staff. Exercise authority in addressing member discipline issues utilizing guidance and discipline plans that balance accountability with developmental appropriateness and trauma-informed practices. Conduct new member and parent orientations communicating club expectations, program opportunities, safety protocols, and engagement pathways that welcome families into the site community. Manage administrative systems including weekly TX 21st operational reports, incident documentation, attendance tracking, outcome data collection, and membership records. Compile regular statistical reports reflecting program activities, member attendance, participation patterns, and outcome achievement for leadership review and strategic planning. Process employee payroll submissions from part-time staff, verifying accuracy of hours worked and ensuring timely payment processing in coordination with finance department. Lead weekly site staff meetings to communicate organizational updates, address operational challenges, coordinate program planning, and build team cohesion among staff. Conduct regular program area observations and drop-ins to monitor quality, provide feedback to staff, ensure safety compliance, and maintain visible presence with members. Develop and maintain partnerships with parents, community leaders, schools, and local organizations to strengthen program resources, increase enrollment, and build community support. Manage site budget including expenditure monitoring, purchase approvals, advisory board event coordination, and fiscal accountability for resources allocated to site operations. Represent site in community settings through school visits, community group meetings, and off-site special events that increase visibility and promote organizational mission. Coordinate special events bringing site staff together as a team to deliver quality programs, celebrate member achievements, and engage families in club activities. Administer parent volunteer programs and site parent focus groups gathering input on programming, addressing concerns, and strengthening home-club partnerships. Coordinate and implement one monthly family engagement event that aligns with grant requirements and strengthens family involvement in student learning Attend all mandatory meetings, trainings, and workshops required by grant, BGCDET, and committees. This can include weekends, mornings, evenings, or beyond program hours depending on availability.

SUPERVISORY RESPONSIBILITIES

Direct supervision of program assistants, activity specialists, and part-time staff assigned to site operations. Responsible for hiring recommendations, work schedules, task assignments, performance evaluations, disciplinary actions, and termination recommendations. Provides coaching and professional development to frontline staff working directly with youth.

MINIMUM QUALIFICATIONS

Education:

Bachelor's degree from accredited college or university in youth development, education, recreation, social work, human services, or related field required.

Alternate pathway:

Associate degree and 5 years of experience at a youth serving organization.

Experience:

Minimum two years of experience in Boys & Girls Clubs or similar youth-serving organization planning and supervising activities based on developmental needs of children and adolescents. Demonstrated success working directly with young people in program settings. Experience in personnel supervision, facilities management, and community engagement.

Required Competencies:

Strong leadership ability to create positive club culture, motivate staff, and maintain high standards for program quality and member safety. Demonstrated skills in personnel supervision including hiring, training, performance management, and conflict resolution. Effective communication skills both oral and written to engage youth, families, staff, community partners, and organizational leadership. Ability to address member discipline issues using developmentally appropriate approaches that balance accountability with support. Working knowledge of budget preparation, expenditure control, and financial management for operational resources. Organizational capability to manage competing priorities including programming, administration, staff supervision, and community relations. Problem-solving skills to address operational challenges, staff performance issues, and member or family concerns. Understanding of youth development principles and ability to translate concepts into practical programming. Capacity to recruit, train, and retain quality staff who connect effectively with diverse youth populations.

PREFERRED QUALIFICATIONS

Master's degree in related field including education, social work, youth development, or nonprofit management. Three or more years of progressive experience in youth development settings with demonstrated leadership responsibilities. Experience within Boys & Girls Clubs movement with understanding of organizational frameworks and national program models. Knowledge of trauma-informed practices and positive youth development approaches. Fundraising experience including special event coordination and community resource development. Bilingual capabilities to engage diverse families and community members. Certifications in youth development, nonprofit management, or related professional credentials.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Environment:

Work performed primarily at assigned BGCDET 21st site during after-school and evening hours when youth programming occurs. Some activities conducted in community settings including schools, partner organizations, and off-site events. Regular exposure to active, noisy environments with multiple activities occurring simultaneously. Occasional weekend or evening hours for special events, trainings, community meetings, or organizational functions.

Physical Demands:

Ability to function in fast-paced, dynamic environment with sustained activity for extended periods. Physical agility to push, pull, lift, or carry materials and equipment up to 50 pounds for program setup, supply management, or facility needs. Capacity to move throughout facility monitoring multiple program areas and maintaining visible presence with members. Stamina for long days involving continuous interaction with youth, staff supervision, and operational management. Hearing ability to understand speech at normal levels in noisy environments and respond to safety concerns. Speaking capability in audible tones to communicate clearly with youth, staff, and visitors across facility spaces.
