Job Description

JOB SUMMARY
This position is responsible for planning, organizing, and directing the county's public work operations while also supervising and directing the Building Maintenance division.
MAJOR DUTIES
  • Supervises, schedules, and evaluates the work of personnel engaged in performing a wide variety of road, highway, bridge, right-of-way, and drainage system construction, maintenance, and repair activities.
  • Supervises Building Maintenance Supervisor and oversees work schedule, project priorities, and schedules.
  • Selects, trains, promotes, disciplines, counsels, and terminates department personnel; approves leave requests.
  • Oversees and maximizes performance and efficiency in the completion of tasks performed
  • Ensures County property and buildings are maintained and repaired as needed
  • Inspects department work in progress and upon completion for compliance with instructions, accuracy, and completeness.
  • Inspects county roads and rights-of-way to determine maintenance and repair needs; schedules pothole and sidewalk repairs, mowing and edging, replacement or repair of damaged signs, and cleaning of drainage ditches.
  • Assists in preparing the department's budget; monitors expenditures of the current budget.
  • Responds to public complaints about county roads and related department and personnel matters.
  • Supervises the department's equipment and vehicle service and maintenance program.
  • Implements policies and procedures as directed by the Board of Commissioners.
  • Ensures department operations meet safety and county policy requirements and all applicable state and federal laws and regulations.
  • Directs the selection and acquisition of materials, equipment, and hardware used in the department.
  • Oversees the department's inventory control activities.
  • Prepares and maintains related forms, logs, reports, and records.
  • Advises and consults with the Board of Commissioners on related department matters.
  • Performs other duties as assigned by the County Manager
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of the techniques, equipment, and supplies used in road and bridge construction and maintenance.
  • Knowledge of department and safety policies and procedures.
  • Knowledge of federal, state, and local laws relevant to department operations.
  • Knowledge of the geography of the county, including road and street names and locations, and water and utility line locations.
  • Knowledge of county policies and procedures.
  • Knowledge of the operation and preventive maintenance of a variety of light and heavy equipment.
  • Knowledge and ability to ensure compliance with Purchasing Policies
  • Skill in supervision.
  • Skill in developing work schedules.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS
This position reports to the County Manager and keeps him/her informed of road conditions, projects and departmental conditions, objectives, special projects and goals.
GUIDELINES
Guidelines include relevant state and federal laws and regulations, county ordinances, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management and supervisory duties. Personnel and equipment shortages contribute to the complexity of the work.
  • The purpose of this position is to direct daily department operations.
Successful performance ensures the effective and efficient operation of the department and enhances the image of the county government.

  • Contacts are typically with co-workers, other county employees, property owners, contractors, and members of the general public.
  • Contacts are typically to provide services; to give or exchange information; to resolve problems; to motivate or influence persons; or to justify, defend, or negotiate matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting, standing, bending, crouching, stooping, or walking. The employee frequently lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity.
  • The work is typically performed in an office and outdoors, where the employee is exposed to dust, dirt, noise, contagious or infectious diseases, irritating chemicals, machinery with moving parts, and occasional cold or inclement weather.
The work may require the use of protective devices such as masks, goggles, or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Heavy Equipment Operator (2), Mechanic (1), and Road Maintenance Worker (5).
MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five or more years of experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

From $52,000.00 per year
