POSITION SUMMARY
The Director of Economic Development will develop, implement, and coordinate business expansion, relocation, and development programs for the City of Nampa. One of the main functions of an employee in this class is to identify, promote, retain, and attract new business to the City of Nampa. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Mayor and City Council, departmental and other City employees, Chamber of Commerce, other business entities within the City, and the public. The principal duties of this class are performed in an office environment.
The successful candidate will be a visionary and inspirational leader who can support citywide economic development goals and help the Nampa Development Corporation and City of Nampa navigate the transition, over the next six years, as the urban renewal district sunsets. The Director of Economic Development directs and manages all operations of the Nampa Development Corporation. The work is performed under the direction of the Mayor with extensive leeway is granted for the exercise of independent judgment and initiative. This position also reports to the NDC Board of Directors and acts with considerable independence for divisional planning, budget development, and administration and for coordinating, supervising, and developing employees within the division.
A portion of this position is funded by the Nampa Development Corporation (NDC). Any work performed is to the benefit of the City of Nampa long-term.
ESSENTIAL FUNCTIONS
Strategy & Vision
- Develops and implements economic development strategies by assessing needs of businesses for relocating to the City of Nampa
- Leads the recruitment and relocation efforts for businesses within the City of Nampa.
- Responds to business location inquiries.
- Coordinates activities with local state agencies, community, civic groups, and other development professionals; partners with the State of Idaho, Boise Valley Economic Partnership and neighboring communities.
- Prepares and provides cost comparisons, site analysis reports, and information on utility rates, labor costs, tax rates, etc. regarding business location inquiries.
- Researches and provides information on workforce ability and training.
- Evaluates and recommends appropriate business site locations.
- Coordinates with Relators, developers, and property owners to identify and assist prospects.
- Communicate a compelling vision for equitable economic development/redevelopment to internal and external stakeholders.
- Develops and oversees distribution of information in print, video, or other forms to promote the City of Nampa including fact sheets and other data to facilitate recruiting.
- Promotes positive Nampa business news via social media and other outlets in coordination with the Communications Officer and Mayor's staff.
- Collaborate productively with the Mayor's Office and City agencies in service of citywide economic development objectives.
- Oversee attainment, measurement and communication of annual goals and objectives.
- Develops and maintains relationships with community business owners, with the ability to anticipate future needs and plans.
- Develop a financial sustainability plan identifying short- and long-term sources of revenue.
- Promote the Urban Renewal Agency (URA) and represent the agency on local and regional boards.
- Establish and grow partnerships between the URA, the business, and nonprofit communities in Nampa.
Operations - Prepare division/department/organization operations budget.
- Implement real estate and policy projects that support the citywide Economic Development goals.
- Review and communicate all departmental reports and presentations.
- Evaluate planning-related legislation and applicability to urban renewal projects.
- Represent the City of Nampa and the Nampa Development Corporation at key events, including a substantial number of evening and weekend meetings.
Team Development/Leadership - Oversee the recruitment, employment and release of staff and contract personnel.
- Promote a culture of high performance and continuous improvement.
- Monitor staff performance and professional development goals, set objectives, establish priorities, conduct annual performance reviews, and recommend salary adjustments.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS
- Bachelor's degree, from an accredited college or university, in Public Administration, Business or Business Management or a closely related field, and a minimum of ten years related professional experience, of which, at least five years must have been in a leadership, supervisory or management role.
- Experience with the principles and the practices of Public Administration and Management, budgeting, building construction, zoning, codes, laws, and ordinances. And/or any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
- Experience reporting to a Board of Directors.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
- In-depth knowledge of the urban planning and real estate development process, including terminology, laws, practices, principles, and regulations.
- In-depth knowledge of the principles of budgeting and finance and proven track record of urban renewal and economic development finance.
- In-depth knowledge of federal, state, and local laws, ordinances and codes pertaining to a wide variety of planning topics.
- Excellent interpersonal and public relations skills and demonstrated capacity to work effectively with public officials, business partners, staff, and the general public.
- Ability to understand and manage high-profile, sensitive, or controversial political situations with excellent problem-solving and negotiation skills.
- Ability to exercise sound and independent judgment within general policy guidelines.
- Demonstrated track record of accomplishment in economic development with an emphasis on building community.
- Demonstrated track record of productive collaboration with the business community.
- Ability to manage a large, complex organization according to a clearly defined set of metrics, targets, and core values.
- Excellent team player.
- Knowledge of computer applications including Microsoft Office, Internet applications,
- and GIS.
- Proven management skills and ability to manage day-to-day operations.
- Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and various committees.
- Effective and persuasive leadership comfortable with all levels of staff, public and others.
- In-depth knowledge of principles of personnel management, including supervision, training, and performance evaluation.
WORK ENVIRONMENT
Work is performed primarily in an office setting consisting of sedentary work; sitting most of the time. An employee in this class is subject to inside environmental conditions.
