Full-Time, 40 hours per week. Regular work hours are Monday-Friday, 8:00 a.m.-5:00 p.m. Additional evening, weekend, or extended hours may be required based on program needs, emergencies, or crisis situations. Participation in the agency's rotating monthly on-call back-up schedule is required. Travel is required.

POSITION SUMMARY

The Director of Shelter and Housing Services provides leadership, oversight, and coordination of all residential shelter and housing programs operated by Gulf Coast Center for Nonviolence, including Jane's House, Adrienne's House, and agency housing programs. This position ensures that shelter and housing services are aligned with the agency's mission, trauma-informed philosophy, funding requirements, certification standards, and organizational goals. The Director directly supervises Shelter Managers and the Housing Program Manager and is responsible for program operations, quality assurance, grant implementation, compliance monitoring, policy development, staff development, and cross-program coordination. The Director serves as a key agency representative with community partners, funders, oversight agencies, landlords, housing providers, and stakeholder groups and works collaboratively with agency leadership to support high-quality, survivor-centered services and continuous program improvement.

TRAUMA-INFORMED LEADERSHIP

The Director of Shelter and Housing Services models and promotes trauma-informed leadership principles, including safety, trustworthiness, collaboration, empowerment, cultural responsiveness, and respect. This position is responsible for fostering shelter and housing program environments that prioritize survivor dignity, staff wellness, accountability, and continuous quality improvement.

REQUIREMENTS

Bachelor's degree in Social Work, Human Services, Psychology, Criminal Justice, Public Administration, Nonprofit Management, or related field required. Master's degree preferred. Minimum of five (5) years of progressively responsible experience in victim services, shelter operations, social services, housing programs, or related human service settings. Minimum of three (3) years of supervisory and program management experience. Demonstrated knowledge of domestic violence, sexual assault, human trafficking, trauma-informed care, crisis intervention, and shelter operations. Experience with grant-funded programs, compliance monitoring, program evaluation, and quality assurance. Strong leadership, organizational, communication, and problem-solving skills. Ability to analyze data, prepare reports, and monitor program outcomes. Proficiency in Microsoft Office applications including Outlook, Word, Excel, Teams, and PowerPoint. Ability to work collaboratively with staff, community partners, funding agencies, and stakeholders. Valid driver's license, reliable transportation, and proof of automobile insurance.

ESSENTIAL DUTIES AND RESPONSIBILITIES PROGRAM OVERSIGHT

Provide leadership and oversight of all residential shelter and housing programs. Ensure programs operate in accordance with agency mission, policies, funding requirements, and best practices. Monitor program performance, service delivery, operational effectiveness, and client access to services. Develop and implement program goals, objectives, and improvement initiatives. Provide guidance and management-level support to Shelter Managers and the Housing Program Manager in addressing significant operational, staffing, compliance, and client-service concerns. Promote consistency and coordination across shelter and housing programs.

SUPERVISION

Directly supervise the Jane's House Shelter Manager, Adrienne's House Shelter Manager, and Housing Program Manager. Conduct monthly supervision meetings, quarterly performance review meetings, and annual performance evaluations, providing ongoing coaching, feedback, leadership development, and performance support. Participate in the recruitment, hiring, onboarding, and retention processes for shelter and housing programs, in collaboration with agency leadership. Facilitate leadership meetings and professional development activities to promote communication, collaboration, and consistency across shelter and housing programs. Promote a positive workplace culture that reflects agency values and trauma-informed practices. Attend monthly Supervisor Meetings, quarterly Continuous Quality Improvement Meetings, and other leadership meetings as assigned.

GRANT OVERSIGHT AND REPORTING

Monitor and evaluate shelter and housing program activities to ensure compliance with funding requirements, achievement of program goals and objectives, and successful implementation of grant-funded services. Monitor shelter and housing program data quality, outcomes, and performance measures, including manager oversight of timely and accurate Vela data entry, and address identified trends or deficiencies. Partner with the Chief Clinical Officer in coordinating monitoring, certification, audit, and compliance activities for shelter and housing programs; maintain working knowledge of applicable requirements and provide leadership and continuity in these activities as needed.

QUALITY ASSURANCE

Oversee quality assurance systems across shelter and housing programs, including monitoring program manager completion of required record reviews, documentation oversight, and corrective follow-up. Monitor incident reports, grievances, and program concerns to identify trends and opportunities for improvement. Develop and implement corrective action plans when necessary. Monitor ongoing compliance with applicable shelter certification standards and housing program requirements and ensure program managers address identified deficiencies.

POLICY DEVELOPMENT

Develop, review, and revise shelter and housing policies, procedures, and operational protocols in collaboration with appropriate agency leadership. Ensure policies reflect trauma-informed, survivor-centered, and evidence-based practices. Provide guidance and training regarding policy implementation.

BUDGET AND RESOURCE MANAGEMENT

Provide recommendations regarding budget development, resource allocation, and program improvements. Monitor expenditures and resource utilization. Identify facility, staffing, equipment, and operational needs.

COMMUNITY RELATIONS

Represent the agency with community partners, coalitions, task forces, and stakeholder groups. Develop and maintain collaborative relationships with service providers, funding agencies, landlords, housing providers, and community organizations. Participate in community outreach, education, and systems coordination efforts. Maintain comprehensive, accurate, timely, and organized client records utilizing the agency's automated data and case management system. Adhere to the agency's confidentiality policies, maintaining a high-level standard of confidentiality. Compile and accurately report all applicable program statistics on time and as directed. Report any known or suspected child abuse to the Mississippi Department of Child Protection Services Report any suspicious activity or persons to the immediate supervisor or 911. Attend and participate in agency staff meetings and trainings. Report to work on time as scheduled Maintain a valid driver's license and proof of required automobile insurance. Participate in hurricane evacuation and facility preparation as needed. During emergencies and extreme circumstances, may be required to assist with 24-hour shelter coverage. Work collaboratively with other agency programs and staff to ensure effective communication regarding agency and client needs, concerns, recommendations, and services.

$70,000.00 per year
