White Plains, NY Job Details Full-time $86,000 a year 16 hours ago Qualifications Team supervision Social service program staff supervision Employee relationship building Bachelor's degree Tenant conflict resolution Full Job Description CVR is seeking a Senior Program Director to assist the Deputy Director in maintaining operations of the office by instituting and enforcing the program procedures developed by the Westchester Housing Choice Voucher Program. The work is performed in accordance with the administrative policies and procedures of HCR (Homes and SCommunity Renewal) and regulations issued by the United States Department of Housing and Urban Development (HUD). This incumbent is responsible for overseeing daily office operations and staff interaction involving the functionality of program processes, practices and procedures. The position has the responsibility of enforcing the guidelines set forth by contractual obligation between HCR and the CVR Housing Choice Voucher Program. This employee works under the general supervision of the Deputy Director. General supervision is exercised over the Program Operations Teams.
ESSENTIAL DUTIES
Plans, organizes, and coordinates the Housing Choice Voucher (HCV) program and is the administrator that oversees the program operations. Directs the activities of several functions of the Housing Choice Voucher Program. Oversee the work of subordinates engaged in departmental operations; advise subordinate staff and makes decisions on difficult casework and administrative problems. Participates in the interviewing, selection, assignment, and training of professional and key staff personnel. Participates with other management and executive staff in developing, revising, and implementing programs in accordance with federal, state, and local laws and regulations. Directs and/or participates in the preparation of the departmental budget and compiles supporting statistical and fiscal data. Supervise, review, and analyzes statistical and narrative reports associated with program/project activity in order to determine compliance or to identify irregularities to be investigated. Supervises and reviews the preparation of a variety of financial and statistical reports used to assist in the maintenance of the HCV contract. Receives community input and reviews, evaluates, modifies, and proposes programs to meet community needs; serves as an interface between the HCVP, community groups, individuals, and other official bodies. Participates in community organizations and speaks before public and private groups on departmental operations and programs. Develops and maintains effective relations with the public and community organizations. Conduct program evaluations to determine whether programs are being administered properly and efficiently. Meet with subordinates to discuss and resolve issues, and analyze and interpret for supervisory staff any procedural, process, legislative or legal changes from federal, state, and local agencies which affect fiscal operations or departmental programs. Develops and implements general policies; performs special assignments when required. May receive participant/landlord complaints and must have the ability to resolve disputes informally as well as formally. Ability to plan, organize, and direct the administrative activities of a large-scale Housing Voucher Services program; interpret and apply Federal, State, and local laws and regulations; establish and maintain effective relationships with employees, members of community organizations, and representatives from client; analyst situations and adopt effective courses of actions; speak and write effectively; and prepare clear, concise correspondence and reports. Develop quality control plan while working with the Quality Control department to ensure the maintenance of the standards of the CVR Westchester HCV program. Manage special projects as needed.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the federal Housing Choice Voucher Program. Knowledge of the rules and guidelines issued by federal and state agencies concerning the management and maintenance of public housing. Knowledge of the principles of real property maintenance. Knowledge of public sector organizational planning. Ability to determine a solution and what method to follow based upon the transaction that needs to be completed. Exercises sound and ethical judgment when acting on behalf of the organization. Ability to supervise, instruct, and schedule the work of subordinates. Ability to comprehend complex written material. Advanced communication skills in the areas of interviewing, investigation, interpretation, written and verbal communication, persuasion, and negotiation. Ability to establish and modify operational procedures.
QUALIFICATIONS / EXPERIENCE
Bachelor's degree -AND- At least five (5) years of professional level experience in the management of public or private housing, three (3) years of which shall have involved responsibility for direct supervision of staff
