QUALIFICATIONS
1. Minimum completion of secondary education or equivalent and/or two (2) years experience in administrative office practices and procedures in municipal government, fiscal operations, or equivalent combination of training and/or experience. 2. Must meet the requirements to be bonded. 3. Must possess a valid Ohio driver's license.
GENERAL DESCRIPTION
Supervisor to the Tax Administrator and, under direction, shall perform the duties by law of the Village Clerk and Treasurer, Clerk of Council, and any other duties consistent with the nature of the office that are provided by municipal order, perform related clerical and administrative duties, prepare and maintain records, prepare budgets and issues of payroll checks, handles finance and tax issues, maintains contract records and certifies all related funding, serves on various Village committees as required, and attends all necessary meetings as requested.
ESSENTIAL FUNCTIONS
1. Carries out administrative duties as directed by the Village Administrator and Village Officials, assists with the preparation of the agenda as well as various information for Village Officials, prepares notification of all Village meetings, prepares reports as required by the Village Administrator (e.g., financial summary reports, wage/salary comparisons, etc.), works closely with Village Officials, Village Solicitor, Village Administrator, Utilities Superintendent, Village Engineer, and contractors on projects in order to maintain the prevailing wage requirements, maintain and track project and equipment expenses, and prepares reports of expenses provided as required/requested. 2. Manages the Village's property and general liability insurance coverage (including updating coverage charges, corresponding with claimants, filing claims, etc.). 3. Prepares and files annual reports with the Darke County Auditors Office (including assessments report, estimated resource report, and annual appropriations report), continually monitors the assessments, receipts, and appropriations throughout the year and makes amendments if necessary, completes an annual financial report and files it with the State Auditors Office at the end of each fiscal year, and maintains all Village records (including assessments, annexations, contracts, easement, vehicle titles, etc.). 4. Prepares ordinances/resolutions and contracts, presents ordinances/resolutions to the press and certifies by proof of publication, signs contracts on behalf of the Village, maintains contract records and certifies funding available for all contracts, and maintains confidentiality at all times. 5. Reviews and maintains notes, loans, and bonds, prepares financial information for applying for loans and bonds and files loan payments for projects with the appropriate agencies, certifies funds are available for purchase orders and issues the necessary purchase orders, maintains a cash journal, receipts, and appropriation ledgers for all funds and transactions, prepares list of bills for Council and issues payment of the bills upon arrival, prepares payroll checks, withholding deductions (including insurance, retirement, taxes, and voluntary deductions), forwards payment as withheld and maintains payroll records, prepares and submits all tax and retirement forms as required by law, performs collection of monies received (including taxes, contract fees, utilities, grants, etc.), records all funds deposited into the Village's account(s), maintains all financial records, and prepares financial information for applying for and follow-up of grant awards as requested. 6. Takes proposals bi-annually on any monies available for investments and maintains records of investments, monitors the Village funds available for investments and monitors the market for the best interest rates for investing such monies, and reconciles the bank, utilities office, income tax office, park and pool monthly. 7. Maintains human resources information (i.e., training certifications, step advancements, wage increases, etc.), coordinates annual drug/alcohol testing, prepares new hire employee information, prepares retirement/resignation forms, verifies employees information by requested agencies (i.e., bank loans, government agencies, etc.), prepares and provides annual evaluation information for supervisors, maintains vacation, sick leave and personal days balance for all employees, monitors health insurance benefits and seeks optional coverage/benefits, attends health insurance meetings to maintain coverage, and directs employees and their dependents with health insurance matters to the right source. 8. Files all valid worker's compensation claims, maintains records of all claims, coordinates information with broker to provide lower cost premiums to the Village, and works with medical providers on claims. 9. Serves as Clerk of Council, attends various committee meetings as provides pertinent information to Village Officials as needed, attends Council meetings and takes minutes, provides notification of meetings and minutes to the press as required or requested, and certifies proof of publication, provides pertinent information to the Mayor and Council members, assists in preparations of Council packets. 10. Attends the State Auditor's Office "Continued Education Training" annually on behalf of the Village's Elected Officials and the Ohio Bureau of Worker's Compensation Program and all other trainings, workshops, and seminars related to the essential functions of the position and/or as directed by the Mayor. 11. Supervises the income tax operations, takes customer calls and provides information to customers, prepares the tax budget, attends the Darke County Budget hearings on behalf of the Village, and coordinates audits with the State Auditor's Office, Utilities Office and Income Tax Office in order to provide records and information and assure legal compliance. 12. Maintains highly confidential information. 13. Follows and maintains compliance with the Village Personnel Policy Manual and departmental policies and procedures. 14. Maintains the ability to be bonded. 15. Maintains required licenses and/or certificates. 16. Serves on the Village Records Retention Commission and coordinates all records for disposal.

KNOWLEDGE, SKILL AND ABILITIES
Knowledge of:
Village policies and procedures, office practices and procedures, generally accepted accounting principals, document preparation, public relations, records management, prevailing wage requirements, inventory control, bookkeeping, purchasing, Village insurance requirements, personnel records, customer service practices and procedures, budgeting, auditing, finance, Ohio Tax Code, payroll practices and procedures, media relations, English grammar and spelling, employee benefits administration, and supervisory principles and practices.
Skill in:
Computer operation, typing, calculators, copiers, and fax machines.
Ability to:

PHYSICALLY DEMANDING AND HAZARDOUS WORKING CONDITIONS INHERENT IN THIS JOB DESCRIPTION
