Full-Time Position Summary The Fiscal Officer serves as the chief financial officer for the Village of Windham and is responsible for the administration of all municipal financial operations in accordance with the Ohio Revised Code, Auditor of State requirements, and Village policies. The Fiscal Officer ensures the accuracy, integrity, and transparency of the Village's financial records while providing administrative support to the Mayor, Village Council, and all municipal departments. Essential Responsibilities
  • Administer all Village financial operations, including budgeting, accounting, payroll, accounts payable, accounts receivable, and cash management.
  • Maintain financial records using the Uniform Accounting Network (UAN).
  • Prepare annual budgets, appropriations, financial reports, and the Annual Financial Report (AFR).
  • Attend Village Council meetings, prepare agendas and minutes, and maintain official records.
  • Coordinate audits and ensure compliance with all federal, state, and local financial reporting requirements.
  • Administer payroll, employee benefit reporting, OPERS, Workers' Compensation, and year-end tax reporting.
  • Manage grant and project accounting, including reimbursement requests and financial tracking.
  • Process purchase orders, invoices, contracts, and other fiscal documents.
  • Serve as the custodian of Village funds and official financial records.
  • Respond to public records requests and provide financial information to elected officials, auditors, and the public.
  • Perform other duties as assigned by law or as necessary to support Village operations.
  • Minimum Qualifications
  • High school diploma or equivalent required; Associate's or Bachelor's degree in Accounting, Finance, Business Administration, or a related field preferred.
  • Experience in governmental accounting or municipal finance preferred.
  • Knowledge of Ohio municipal finance laws and UAN software preferred.
  • Strong organizational, analytical, communication, and computer skills.
  • Ability to maintain confidentiality, exercise sound judgment, and meet statutory deadlines.

Full-time Pay:
$40,000.00 - $65,000.00 per year
