Under the direction of the Director of Public Works, the Assistant Director of Public Works - Streets will direct, plan, manage, supervise and coordinate the activities and operations of assigned divisions, projects and activities within the Public Works Department. This will include but will not be limited to street maintenance; construction inspection; recycling; storm drainage; the capital improvement program (CIP); floodplain management; GIS management; engineering services; fleet maintenance and facilities maintenance. The Assistant Director of Public Works - Streets acts as the Director of Public Works in the Director's absence. Will perform other duties as assigned. This position will provide day-to-day oversight and leadership to staff within the Street & Bridge Division, Recycling Center and Municipal Services; coordinate construction and maintenance projects; assist with departmental budgeting and procurement; monitor contractors and construction activities; coordinate assigned activities with other City Departments, Divisions and outside agencies; and assist the Director of Public Works as assigned.
Street Maintenance and Construction:
Plan, coordinate and supervise street maintenance and roadway construction activities.
Oversee the repair and maintenance of streets, alleys, sidewalks, curbs, gutters, drainage and related infrastructure.
Develop and maintain maintenance schedules for street repair and rehabilitation.
Participate in the hiring, disciplinary action, performance evaluations, training and development of staff.
Assist in managing the City's street maintenance and construction equipment, vehicles, tools and materials.
Assist with the maintenance and improvement of drainage systems, ditches, culverts, stormwater infrastructure and related facilities.
Budget and Procurement:
Assist the Director of Public Works with the development and administration of the department's operating and capital improvement budgets.
Recommend equipment purchases, replacement schedules and maintenance requirements.
Monitor expenditures related to street maintenance, equipment, materials and contracted services.
Assist with the development of long-range street maintenance and capital improvement plans.
Contract Management:
Assist with contract administration and ensure contractors fulfill contractual obligations.
Participate in pre-construction meetings, progress meetings, inspections and project closeout activities.
Coordinate with engineering consultants, contractors, inspectors, utility companies and other project stakeholders, on assigned construction and infrastructure projects.
Prepare invitations for bid and requests for proposals, including scope of work, specifications, pricing, standard terms and conditions and other factors used in the selection process. Review proposals and serve on selection committees for consultants. Research grant opportunities and prepare grant applications with applicable supporting documentation.
Prepare contract documents, purchase requisitions, interim reports and change orders, and review contract invoices for accuracy and payment.
Requirements:
A minimum of five (5) years of progressively responsible experience in public works, street maintenance, road construction, construction management, or related fields, and a minimum of 3 years of supervisory experience. Bachelor's degree in public administration, Civil Engineering, Construction Management, Business Administration or a related field, preferred. Must pass a medical physical examination and drug test. Must pass a criminal background check. Valid Class C Texas State Driver's License and safe driving record.
