Job Description

Operations and Compliance Specialist Position Summary The Operations and Compliance Specialist is responsible for monitoring contracted School Readiness (SR) and Voluntary Prekindergarten (VPK) child care providers in Santa Rosa County. The position uses monitoring tools and procedures established by the Florida Division of Early Learning (DEL) to determine and document provider compliance with applicable requirements. The ideal candidate is highly organized, detail-oriented, comfortable working with rules and procedures, and able to objectively document information and communicate findings professionally. This position involves both pre- and post-monitoring computer work and frequent local travel to child care centers, family child care homes, and school sites. Essential Duties Conduct SR and VPK provider monitoring using standardized DEL monitoring tools and procedures. Review provider information and records in DEL and Coalition computer systems before monitoring visits. Conduct on-site monitoring visits and accurately document observations and findings. Review records and documentation for completeness, accuracy, and compliance. Prepare and send monitoring reports to child care providers. Prepare corrective action reports when providers do not meet applicable requirements. Conduct follow-up related to corrective actions as assigned. Maintain accurate provider files and monitoring records in accordance with Florida requirements and Coalition policies. Compile information and data for reports, audits, and other compliance activities. Oversee the Coalition's book distribution program, including coordinating the distribution of books to child care providers and community businesses, and maintaining related records. Maintain confidentiality of sensitive information. Communicate monitoring findings and requirements to providers in a professional and respectful manner. Assist with Coalition outreach events, including occasional evenings or weekends. Provide backup assistance at the front desk as needed. Perform other duties as assigned. Minimum Qualifications High school diploma or equivalent. At least two years of relevant professional experience in administration, compliance, monitoring, inspections, quality assurance, records management, education, child care, regulatory work, or a similar field. Experience reviewing documents, records, or data for accuracy and completeness. Experience preparing written reports, professional correspondence, or other formal documentation. Proficiency with Microsoft Word and Excel. Ability to learn and use DEL and Coalition computer systems. Valid Florida driver's license and required automobile insurance. Ability to successfully complete required background screening. Ability to maintain confidentiality. Must comply with the Coalition's drug-free and smoke/vape-free workplace requirements. Knowledge, Skills & Abilities Strong attention to detail and organizational skills. Ability to follow detailed rules, procedures, and standardized checklists. Ability to collect information, identify discrepancies, and document findings accurately. Ability to prepare clear, professional written reports. Ability to work independently and manage multiple assignments and deadlines. Strong verbal and written communication skills. Ability to remain professional when communicating findings or addressing disagreements. Ability to work effectively with child care providers and individuals from diverse backgrounds. Ability to learn and apply changes to rules, policies, and procedures. Work Environment This position requires frequent local automobile travel (personal vehicle with mileage reimbursement) to child care centers, family child care homes, and school sites. Work is performed both indoors and outdoors and may involve varying temperatures and weather conditions. The position requires regular computer use, sitting, standing, walking, and the ability to lift up to thirty pounds. Occasional evening or weekend work may be required.
