Job Description

Brunswick Transit System is seeking an Executive Director to bring strong leadership, administration and vision to our non-profit county-wide transit system upon the upcoming retirement of our current long-time Director. The Director provides executive leadership, vision, and administration for Brunswick Transit System, Inc. (BTS), guiding the planning, coordination, and delivery of transportation and transit programs that connect residents to employment, education, medical care, and other essential destinations across the county. The Director sets the operational and strategic direction for the agency, translating the priorities approved by the BTS Board of Directors into effective, cost-efficient programs and seamless customer service. Reporting to the BTS Board Chair, the Director develops, implements, and monitors transportation policies, programs, and budgets. The role carries full responsibility for the agency's financial stewardship, including the development and administration of annual operating and capital budgets, the management of contracts with public and private agencies, and the appropriate programming of agency funds toward transportation needs. The Director conducts and reviews research, statistical analysis, and special studies to develop, amend, and implement transportation plans and summarizes the potential effects of proposed policy initiatives for agency leadership. A central part of the role is effective collaboration and seamless coordination. The Director serves as the primary liaison between BTS and local, regional, state, and federal partners, including NC Department of Transportation, Cape Fear Rural Planning Organization (CFRPO) and Grand Strand Area Transportation Study (GSATS), as well as municipalities, County departments, and advisory boards. The Director assists with developing regional plans and implementation of programs within federal and state guidelines and in compliance with applicable regulatory requirements, including SPOT/STIP and CTP processes, while supporting the agency's objectives. Priorities Build community presence and visibility. Quickly establish the Director's internal and external presence, raise transit visibility in the community, and engage residents. Strengthen municipal and regional partnerships. Partner with and coordinate transit services with municipalities and neighboring transit services to expand and optimize services. Stabilize and clarify transportation funding sources. Clearly define how funds are sourced, programmed, and distributed. I. General Statement of Duties The Director works under the administrative direction of the Board of Directors to direct and oversee the business and operations of Brunswick Transit System, Inc. Administers transit operating contracts, including direction and supervision of operations, financial matters, and performance; Administers and implements transit capital programs; Plans, develops, and implements various transit marketing programs; Monitors performance of transit system; Works with local agencies to provide efficient public transportation services; Makes presentations to public groups and others to increase community awareness of transit services; Demonstrates continuous effort to improve operations, increase service provision, streamline work processes, and work cooperatively and jointly to provide quality customer service. Responsible for personnel management, grant administration, program development, planning, training, data management and system reporting, and fiscal management. II. Distinguishing Features of the Class
  • An employee in this class performs administrative and technical work in the coordination and provision of transportation to clients of public and private human services agencies, the general public and others as required.
Ensures that transportation is coordinated for human service agencies, employers/employees, public and private agencies and the general public within the county. Work involves identifying funding sources, writing grants, and administering contracts and budgets. Work also involves establishing cost-efficient transportation routes, supervising administrative and day-to-day operations, and evaluating coordinated routes, employee performance and maintenance of vehicles. Employee is responsible for assisting administrative personnel within contracted agencies in gathering information and ensuring efficient and comprehensive service for clients. The employee exercises independent judgment in determining proper transportation routes to efficiently fulfill contractual obligations.
  • The employee will supervise all other administrative and operational employees. Employee will work with consultants preparing and maintaining the NCDOT Community Transportation Service Plan (CTSP) and any other related plans as required. Employee will also be expected to evaluate and make recommendations to the BTS Board concerning various transportation issues.
  • Work is performed under the general supervision of the Chairman of the BTS Board and is evaluated in terms of ability to fulfill requested transportation needs of participating agencies and the residents of Brunswick County. III. Illustrative Examples of Work
  • Coordinates the provision of transportation services as requested by clients of public and private human service agencies and the general public, ensuring safe operation of vehicles and adherence to applicable federal, state, and local laws, ordinances and regulations.
  • Performs duties associated with the recruitment, supervision, and evaluation of personnel providing transportation services. Ensures that all personnel policies are documented and in compliance with applicable federal, state, local, and program personnel standards and guidelines.
  • Acts as the designated Safety Officer and Accountable Executive for BTS and monitors safety programs within the organization including monitoring the safety of the operation, management and updates to the system plans and policies and the utilization of camera equipment on vehicles to ensure safe, reliable, efficient services are provided.
  • Utilizes camera equipment to monitor performance and training proficiency of employees as well as to correct issues involving passengers.
  • Develops and ensures proper documentation of policies and procedures for BTS employees to follow regarding transportation for clients and vehicle emergencies that meet all applicable federal, state, local, and program standards and guidelines.
  • Develops uniform preventive maintenance standards and monitors adherence.
  • Prepares and updates annual capital improvements schedule.
  • Evaluates coordinated routes. Coordinates technical assistance for participating agencies with respect to route and schedule development.
  • Monitors vehicle utilization through a uniform reporting process.
  • Prepares for and responds to local Emergency Management requirements by actively participating with the local Emergency Operations Centerrepresentative in coordinating transportation, as needed, in response to natural disasters such as hurricanes and/or flooding.
  • Responds to inquiries from county administrators, supervisor, outside vendors, client agencies, contractors, and the general public, as appropriate, providing information based on detailed knowledge of transportation services program.
  • Maintains an active complaint/suggestion system and follows established procedures for recording and responding to complaints and/or suggestions.
  • Identifies funding sources to supplement the transportation services. Develops, manages, and monitors budget and related expenditures and recommends appropriate actions to assure the established budgets are not exceeded.
  • Provides oversight for grant programs, including implementing standards to ensure compliance and providing any required reporting.
  • Assures that all local, state, and federal policies, rules and regulations are complied with and properly implemented.
  • Gathers information as required for planning purposes. Researches and gathers information required to prepare grant applications.
  • Completes designated state and/or local statistical reports.
  • Reviews drug and alcohol testing compliance annually.
  • Works with other agencies, church groups, not-for-profit organizations, and other public and private entities to coordinate transportation assets, resources, and needs.
  • Attends transit related meetings, conferences and training workshops as appropriate.
  • Designs and/or oversees marketing plans, public information and promotion of the transit system.
  • Performs related work as required. IV. Knowledge, Skills, and Abilities
  • Considerable knowledge of public transportation programs.
  • General knowledge related to DOT, FTA and FHWA transportation policies.
  • Knowledge of generally acceptable office practices and procedure.
  • Ability to recruit, train, evaluate, coordinate, and supervise employees.
  • Ability to use judgment in organizing and establishing procedures.
  • Considerable knowledge of the various governmental and private sources of grants and other funding available for public transportation services and the associated reporting and record keeping requirements.
  • General knowledge concerning local government policies and procedures.
  • Ability to understand federal, state, and county policies and procedures, rules, and regulations concerning transportation.
  • General knowledge of the socioeconomic make-up of the county and the transportation needs of the county's population.
  • Ability to exercise considerable tact, courtesy, and discretion and work cooperatively with county officials, special interest groups, and general public.
  • Ability to establish and maintain effective working relationships with local, state and federal officials in order to increase collaboration.
  • General knowledge of budgeting concepts and grant writing.
  • Working knowledge of computers and programs relative to the function of the agency.
  • General understanding of safety regulations and OSHA requirements.
  • Ability to provide oversight for grant programs, including implementing standards to ensure compliance and providing any required reporting.
  • Understand and work in manner consistent with organization's mission and values.
V. Education and Experience Bachelor's Degree in business administration, public administration, or a related field with at least two years experience in planning, management, and/or supervisory work and progressive experience in a transportation field; OR an equivalent combination of related course work, training and experience which provides the required skills, knowledge, and abilities.
