An employee in this class leads and participates in the work of a small crew engaged in a variety of work associated with yard waste management, maintenance of streets, storm drainage, parks, other public facilities, and other maintenance activities. Work includes leading a crew in mowing the public grounds, repairing public facilities, collecting yard waste, patching asphalt, maintenance or construction of a storm sewer system, landscaping and grounds maintenance, and small construction or renovation activities. Work involves ensuring that crew members take proper tools, equipment and supplies to the work site. The employee is responsible for work crew training, work quality, and safety. The employee will coordinate with the Public Works Director and other departments as needed. The employee is subject to working in indoor and outdoor environments including extreme hot and cold weather. They will also be subject to work hazards including loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation and oils. Work may subject the employee to on-call or call-back responsibilities. The employee must exercise judgement and initiative in carrying out assignments. Oversight of the work crew's duties are to remain subject to the job description provided by the North Carolina Department of Adult Corrections. Work is performed under regular supervision and is inspected for compliance with instructions, conformance to established standards, quality and productivity of work crews, and adherence to schedules and priorities. Essential Job Functions Participates in hiring, training, mentoring, and discipline of works crews. Leads and participates in the collection of yard waste and other relatedactivities. Operates equipment safely and efficiently. Leads and participates in cleaning curbs and storm drains; creating, erecting and replacing street signs; planting flowers and shrubbery; themowing and care of landscaping; mosquito spraying; makingcarpentry, plumbing, electrical, HVAC, masonry, or other repairs to publicbuildings; asphalt and concrete repairs to streets and sidewalks; snow and ice removal; special event set up and clean up; and other related activities. Coordinates the use of available equipment, materials and staff to obtain maximum effectiveness and economy; may respond to citizen requests and complaints. Participates in the training, safety, and on-going performance coaching of crew employees; ensures application of safety regulations. Completes work orders; ensures that crews take necessary materials to work sites; obtains tools, materials and supplies as needed. Prepares work schedules. Operates dump trucks, loaders, back hoes, bucket trucks, and other construction equipment. Provides information and assistance to the public; answers questions andaddresses concerns. Maintains and prepares a variety of records and reports including maintaining solid waste collection data base, time sheets, inventory of parts and supplies, etc. Knowledge, Skills and Abilities Considerable knowledge of the principles and practices of construction, repair, and maintenance of streets, sidewalks, storm drainage, and public grounds. Considerable knowledge of the use of related equipment and materials. Considerable knowledge of occupational hazards and safety precautions of the work. Working knowledge of modern and effective supervisory principles and practices including leadership, motivations, communications, team building and coaching and feedback. Working knowledge of the use of information technology in the preparation and maintenance of work records including databases, spread sheets, and other software. Skill in operation of assigned equipment. Skill in collaborative conflict resolution, teamwork and customer service excellence. Ability to provide training and leadership to a small crew. Ability to establish and maintain effective working relationships with supervisors, peers, subordinates and citizens. Ability to maintain and prepare accurate records. Additional Qualification Requirements Possession of a valid North Carolina driver's license with an acceptable driving record. Possession of Ornamental and Turf and Right of Way pesticide application certifications. Right of way traffic control training. Completion of necessary certifications within the first year of employment including OSHA 10, Flagger Certification, and Work Zone Safety Certification. Candidates for employment must pass a pre-employment drug screen and criminal records check.
