Security Operations Manager / Facility Security Officer Job Summary The Site Credentialing Specialist oversees identity verification, regulatory compliance, and facility access control operations within a chemical manufacturing plant. Operating directly within the plant badging office, this position is responsible for processing site access credentials for employees, contractors, and visitors in strict alignment with Maritime Transportation Security Act (MTSA), Department of Homeland Security (DHS), and site-specific Facility Security Plans (FSP). The ideal candidate balances rigorous regulatory compliance enforcement with outstanding customer service and conflict de-escalation skills to ensure safe, secure, and efficient facility gate operations.
Key Responsibilities Credentialing & Identity Verification:
Process new hire badging, contractor onboarding, and visitor clearances. Inspect and verify primary government identification and active Transportation Worker Identification Credentials (TWIC) prior to issuing plant access permissions.
Regulatory Compliance & Auditing:
Enforce
DHS, U.S.
Coast Guard, and site security protocols. Perform routine audits of active badge databases, vehicle access permissions, and contractor safety clearance status before granting physical site entry.
Access Control System Management:
Input and update user profiles in enterprise Physical Access Control Systems (PACS, e.g., Lenel, C-CURE). Encode, print, and assign RFID badges with appropriate zonal access levels (e.g., process units, dock facilities, administrative zones).
Front-Office Traffic & Conflict Resolution:
Manage daily high-volume throughput of contractors, delivery drivers, and plant personnel. Coordinate badging appointment schedules and de-escalate access disputes professionally to maintain orderly front-office workflow.
Audit Trail & Emergency Reporting:
Maintain detailed logs of issued badges, lost/stolen card reports, temporary passes, and immediate terminations. Generate real-time access and headcount reports during facility emergency mustering scenarios or regulatory audits.
Badging Operations & Inventory Control:
Manage physical badge stock, printer ribbons, lanyards, and credentialing station equipment. Conduct basic troubleshooting and maintenance of badging hardware and card production tools.
Qualifications & Requirements Education:
High School Diploma or equivalent required; Associate's degree or administrative/security certification preferred.
Experience:
2+ years of experience in security credentialing, access control, or badging office operations within a chemical plant, refinery, maritime facility, or heavy industrial environment.
Clearance Requirements:
Must possess an active Transportation Worker Identification Credential (TWIC) at the time of hire and pass plant-specific background checks and drug screenings.
Technical Proficiency:
Demonstrated experience with enterprise Physical Access Control Systems (PACS, e.g., Lenel, C-CURE, Software House) and badging software, alongside proficiency in MS Office Suite (Word, Excel, Outlook).
Site & Compliance Knowledge:
Familiarity with plant safety orientation procedures, contractor clearinghouses (e.g., ISNetworld, DISA), and basic Facility Security Plan (FSP) guidelines.
Core Competencies:
Excellent verbal and written communication skills, exceptional attention to detail, strict adherence to confidentiality/PII protection, and the ability to handle high-volume turnover during plant outages and turnarounds.
