CITY OF CUMBERLAND PIPE TECHNICIAN I - ENTRY LEVEL GENERAL DEFINITION OF WORK

This position requires an individual possessing the abilities and skills to perform a variety of routine tasks that take minimal levels of training regarding execution and safety while working in a team environment. Individuals are assigned to either the Water or Waste Water Departments, and may be required to perform duties in either department during emergencies or other extraordinary circumstances. Employees are considered to be essential personnel and therefore must report to work as scheduled under all weather conditions.

ESSENTIAL TASKS

(These are intended only as illustrations of the various types of work performed. Some of the following may not apply depending on whether the employee is assigned to the Water Department or the Sewer Department Observes safety regulations; wears required personal protective equipment. Follows and enforces recommended safety practices and uses appropriate traffic safety devices such as arrow boards, safety lights, cones and barrels, etc, for traffic flow protection. Assists in repairs and maintaining wastewater and water mains and services, wastewater and water taps, catch basins and replacing defective meters. Assists in replacing and maintaining fire hydrants, i.e. changing gaskets, leaky caps, and broken stems, operating nuts, etc. Assists in investigating and identifying solutions to utility problems, i.e., main, service, meter leaks, stoppages, low water pressure, etc. Assists in operating various kinds of trucks, equipment to complete repairs and maintenance activities. Assists with the installation of trench shoring devices. Assists with rodding, cleaning, flushing sewer mains. Picks up and disposes of spoil at designated work sites to include cleanup duties at facility. Operates hand and small power tools as described in the Pipe Technician 1 Certification Program. Reads Meters Functions as an active and willing team member. Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

general tools and equipment used in the repair, maintenance and installation of water mains, service lines, water meters, or hydrants; and safety regulations, rules or guidelines pertaining to the construction industry.

Skill in:

following instructions, procedures, work and safety rules; use and operation of hand and power tools; making basic math calculations in determining measurements; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

EDUCATION AND EXPERIENCE

High School Diploma of GED. Completion of the Pipe Technician I Certification Program. One or two years of previous experience of a mechanic, construction or public works nature. A comparable amount of training and experience may be substituted for the minimum qualifications.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Must be able to assume awkward positions for long periods of time.

Heavy Work:

Exerts up to 90 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. There is a routine risk of exposure to various chemical, biological, electrical, noise, and all weather conditions.

SPECIAL REQUIREMENTS

Possession of a valid Driver's License. Possession of a valid Class B Commercial Driver's License (CDL) within 6 months of hire or employee will be terminated. An employee must maintain a valid driver's license which has no restrictions affecting the employee's ability to perform this job and meets the insurability requirements of the City's insurance carrier during the entire time the employee is employed by the City.
