GovCIO LLC is seeking a Sr. Instructional Developer to support our Education, Training & E Learning efforts in the Information Technology (IT) sector. In this role, you will design, develop, and enhance engaging learning solutions for federal government audiences, leveraging modern instructional design methodologies, e learning tools, and multimedia. You will collaborate with subject matter experts and technical teams to translate complex IT concepts into clear, outcome driven training. Responsibilities Lead the end-to-end design and development of e-learning, instructor-led, and blended training solutions for federal IT and cybersecurity topics. Conduct training needs assessments, audience analyses, and task analyses to identify performance gaps and define learning objectives. Collaborate with subject matter experts, including Cyber Security Analysts, to translate complex technical content into clear, engaging instructional materials. Develop detailed design documents, storyboards, scripts, and prototypes for multimedia-rich learning experiences. Build SCORM/x API-compliant e-learning modules and interactive scenarios using modern authoring tools and learning technologies. Ensure all learning content meets Section 508 and other federal accessibility and usability standards. Integrate multimedia components such as audio, video, graphics, and simulations to enhance learner engagement and retention. Support configuration, testing, and deployment of courses within learning management systems (LMS) or learning experience platforms (LXP). Apply instructional design and adult learning principles to optimize learning outcomes and on-the-job performance. Evaluate program effectiveness using established models (e.g., Kirkpatrick) and apply learner and stakeholder feedback to continuously improve offerings. Collaborate within agile, cross-functional project teams, participating in iterative design and development cycles. Provide guidance, review, and mentorship to junior instructional designers/developers and contribute to internal standards and best practices. Communicate effectively with federal stakeholders, presenting learning strategies, status updates, and recommendations. Align training solutions with federal compliance requirements, program goals, and Gov CIO's strategic direction.
