Job Summary Under general direction, the Engineer plans, designs, manages, and oversees engineering projects related to the operation, maintenance, and improvement of the District's water storage, conveyance, groundwater recharge, flood control, and water distribution infrastructure. The position provides technical expertise for capital improvement projects, regulatory compliance, water resource planning, and engineering support to ensure the reliable delivery and storage of water resources. Essential Duties and Responsibilities Plan, design, and manage capital improvement projects involving canals, reservoirs, pipelines, pumping plants, groundwater recharge basins, and related facilities. Prepare engineering studies, technical reports, plans, specifications, cost estimates, and construction documents. Manage engineering consultants, contractors, and construction projects to ensure compliance with project specifications, schedules, and budgets. Review engineering drawings, hydraulic models, and construction submittals. Conduct inspections of water conveyance and storage facilities to identify maintenance and operational needs. Assist with long-range water resource planning and infrastructure development. Ensure compliance with federal, state, and local regulations governing water quality, dam safety, environmental protection, and water rights. Coordinate with regulatory agencies, local governments, irrigation districts, utilities, and stakeholders. Assist in developing annual operating and capital improvement budgets. Evaluate system performance and recommend operational improvements to increase efficiency and reliability. Support emergency response efforts involving flooding, drought conditions, infrastructure failures, or other water-related emergencies. Maintain engineering records, GIS data, maps, and project documentation. Present technical information to District management, Board of Directors, and public agencies. Perform related duties as assigned. Minimum Qualifications Bachelor's degree in Civil Engineering, Agricultural Engineering, Water Resources Engineering, or a closely related field. Three to five years of progressively responsible engineering experience involving water resources, public works, irrigation, or municipal infrastructure. Registration as a Professional Civil Engineer (PE) in the State of California is preferred or required depending on classification. Valid California Driver License. Knowledge of Hydraulic engineering principles Water distribution and conveyance systems Groundwater recharge and storage operations Reservoirs, canals, pipelines, and pumping facilities Civil engineering design standards Construction management and contract administration Surveying principles Environmental regulations (CEQA, Clean Water Act, etc.) Dam safety and flood control practices GIS, AutoCAD, Civil 3D, hydraulic modeling software, and Microsoft Office Ability to Manage multiple engineering projects simultaneously. Interpret engineering plans, specifications, and technical data. Prepare clear technical reports and presentations. Analyze complex engineering problems and develop practical solutions. Communicate effectively with contractors, consultants, regulatory agencies, and the public. Work independently while collaborating with multidisciplinary teams. Meet project deadlines and budget requirements. Physical Requirements Work in both office and outdoor environments. Inspect canals, reservoirs, recharge basins, pump stations, and construction sites. Walk over uneven terrain and climb ladders or embankments when necessary. Lift up to 25 pounds occasionally. Operate District vehicles for field inspections. Working Conditions Work is performed in an office setting and in the field under varying weather conditions. Fieldwork may involve exposure to water conveyance facilities, construction sites, dust, heat, noise, and heavy equipment. Occasional evening meetings and emergency response during storms, flooding, or other water-related incidents may be required.

Pay:

$80,000.00 - $150,000.00 per year
