POSITION DESCRIPTION
— Project Engineer I Project Management Assistant track Federal Construction Reports to Operations Manager; day-to-day direction from the assigned Project Manager Location Madison, VA office; periodic travel to Salem VAMC, the Tidewater area (Hampton VAMC), and other active project sites as required Status Full-time, salaried (exempt); standard weekday schedule with occasional early starts for site meetings Supports All active federal contracts (VA Medical Center and NPS projects) and pursuit-phase work Position Summary The Project Engineer I owns the documentation, compliance reporting, and meeting-support functions that keep federal construction projects current and audit-ready. The role takes recurring administrative and compliance work off the Project Manager and Superintendent so field leadership can stay in the field. The PE works within the company's document-automation and AI-assisted tooling to produce first drafts quickly, thenapplies judgment and contract knowledge to finish them correctly. Essential Duties Compliance & Reporting Prepare and submit certified payroll reports (CPR) for PCC and subcontractors in accordance with Davis-Bacon requirements; track receipt, review for completeness, and maintain the compliance log. Collect, file, and track daily reports from superintendents and subcontractors; flag missing or late reports the same day. Prepare construction waste management reports and other recurring project reports per specification. Track superintendent daily reports and safety reports (inspections, toolbox talks, incident documentation) for completeness and timely filing. Compile Buy American Act / Made in America (EO 14392) compliance packages for materials, components, and equipment: manufacturer's certification of origin, bill of materials, supply-chain documentation, and contractor statement of compliance, submitted through the government's designated platform; flag items requiring a nonavailability waiver to the PM immediately. Track contractor badging requests for PCC and subcontractor personnel across all federal facilities: initiate requests, track status through issuance, maintain the badging roster, and flag expirations and renewals ahead of need. Submittals & Project Documentation Prepare submittal cover sheets and packages; verify specification section, title, and numbering before release for QC review. Maintain the submittal register for each project: status, dates, review cycles, and resubmittal tracking. Draft Division 01 plans (quality control, accident prevention/safety, environmental, waste management) from company templates and prior project documents, using AI-assisted drafting tools, for PM/QCM review and finalization. Meetings & Coordination Attend OAC and progress meetings as required; produce agendas and meeting minutes from meeting notes and recordings within one business day. Track action items to closure and update project logs (RFIs, submittals, open items) accordingly. Support Project Managers with scheduling updates, correspondence, and closeout documentation. Qualifications Required Associate's degree or equivalent experience; two or more years in a construction, project coordination, or compliance-administration role. Working knowledge of construction documents (specifications, submittals, RFIs) and the ability to read and reference them accurately. Strong written communication and attention to detail; comfortable producing documents that will be reviewed by government personnel. Proficiency in Microsoft 365 (Excel, Word, Outlook, Teams) and willingness to adopt AI-assisted drafting and document tools. Ability to pass federal facility background screening; valid driver's license. Preferred Bachelor's degree in construction management, engineering, or related field. Federal construction experience (VA, NPS, USACE, or NAVFAC); familiarity with Davis-Bacon certified payroll. Experience with Trimble ProjectSight (PCC's platform, currently in implementation), Procore, RMS/QCS, or similar construction management systems;
OSHA 10/30.
Compensation Proposed range: $55,000 - $65,000, depending on education and experience. PMA-track candidates (associate's or equivalent experience) at the lower half; degreed Project Engineers or candidates with federal exposure at the upper half. Standard company benefits. Growth Path Project Engineer I → Project Engineer II → Assistant Project Manager. Advancement is based on demonstrated ownership of submittal, compliance, and meeting functions across multiple projects without PM intervention.
Pay:
$55,000.00 - $65,000.00 per year
