First and foremost, this role requires an exceptional leader of people and a builder of high-performing organizational cultures. Primary Mandate The core focus of this position is the strategic evolution of the engineering organization. You will be tasked with transforming the current Outside Plant (OSP) engineering function into a modern, disciplined, and highly integrated operation. You will set the standard for how engineering teams communicate, design, and execute across aggressive regional fiber rollouts.

Key Executive Responsibilities Organizational Transformation & Redesign:

Lead a comprehensive evaluation and restructuring of the OSP engineering department's organizational hierarchy, reporting lines, and internal workflows to support rapid network expansion.

People Leadership & Mentorship:

Provide direct leadership, coaching, and career development for a diverse team of engineering professionals. Establish clear performance benchmarks, foster cross-team collaboration, and build a culture of accountability and craftsmanship.

Operational Strategy & Standard Setting:

Define and implement the "gold standard" for OSP engineering design, drafting, and field handoff workflows, ensuring absolute consistency and engineering quality across all regional deployment projects.

Cross-Functional Executive Alignment:

Serve as the primary strategic bridge between OSP Engineering and cross-functional executive leadership (Construction, Operations, Permitting, and Finance), ensuring technical resources are optimally deployed to hit corporate revenue and deployment milestones.

Financial & Budgetary Oversight:

Direct the overall financial health of the engineering department, managing CapEx and OpEx budgets, vendor engineering contracts, and resource utilization to maximize return on capital.

Required Experience & Leadership Profile Proven Executive Leadership:

Demonstrated track record of managing large, complex engineering teams and successfully navigating major organizational design shifts or corporate change management initiatives.

OSP Fiber Expertise:

10+ years of progressive leadership experience within Outside Plant (OSP) Engineering, possessing a deep, end-to-end understanding of the fiber infrastructure lifecycle—from initial feasibility and architectural design to permitting, civil handoff, and final network activation.

Change Management Mastery:

Proven ability to modernize legacy processes, integrate new engineering toolsets, and reorganize team structures within a fast-paced, high-growth infrastructure environment.

Executive Communication:

Superior interpersonal and presentation skills, with the ability to translate complex technical constraints into clear, actionable business strategies for C-suite and board-level stakeholders.

Regional Flexibility:
