The Manager, Accounts Receivable will: Oversee day to day operations of the bureau; Oversee all receivable and revenue functions for Health Care Authority (HCA), including billing, posting, reconciling, management reporting and preparing related schedules; Oversee all HCA cash transaction entries in SHARE; Prepare year end audit related schedules for all receivable and revenue accounts (excluding any Federal accounts). How does it get done? The Manager, Accounts Receivable is responsible for: Overseeing receivable and revenue functions ensuring transactions are posted in SHARE accurately and timely including miscellaneous, transfers from other State agencies, federal and drug rebate accounting transactions; Overseeing completion of schedules for receivable and revenue on a monthly basis and at year-end; Overseeing completion of journal entries to reclassify entries as needed; Ensuring cash transactions are entered accurately and timely in SHARE in accordance with State Treasurer's directives; Overseeing the federal draw process ensuring entries are accurate and timely in SHARE in accordance with Cash Management Improvement Act (CMIA); Ensuring HCA Claims payments are deposited, and monthly entries are recorded accurately and timely in SHARE; Supervising staff ensuring work performed is completed accurately and timely; Ensuring all personnel requirements are met; Communicating effectively, training and mentoring staff to ensure growth and depth (cross training) in the bureau; Other duties as assigned. Who are the customers? Administrative Services Division (ASD); Divisional staff within the Health Care Authority (HCA); Other State agencies; Third-party vendors. Ideal Candidate Administrative Services Division (ASD); Divisional staff within the Health Care Authority (HCA); Other State agencies; Third-party vendors. Minimum Qualification Bachelor's Degree in in Accounting, Finance, Auditing, or Business Administration and four (4) years directly related work experience in accounting, auditing, budgeting, preparing Comprehensive Annual Financial Reports, and conducting financial audits. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver's license. Must obtain a Defensive driving certification. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting.
