National Sourcing, Inc. (NSI) is a Service Disabled Veteran Owned business providing program and contract management services to various Federal and Department of Defense agencies. National Sourcing, Inc. is currently seeking an Accounting Clerk, to support the Recruit Training Command (RTC) and Naval Station Great Lakes at Great Lakes, IL. Seeking qualified candidates for a Military Pay Accounting Clerk position at the Great Lakes Recruit Training Command/Functional Service Center.
Position Summary:
The Accounting Clerk III in the Military Pay (MILPAY) department will primarily be responsible to Initiate Recruit pay, enroll all Recruits in the Direct Deposit System (DDS), maintain Recruit pay accounts, process Recruit disciplinary pay documents, process individual Recruit separation pay transactions, and enact all Recruit pay account transfers or closures.
Job Duties:
Confirm that each Recruit reported for active duty to RTC has been gained to full strength pay account in Defense Joint Military System (DJMS) has been established NLT Week 1, Day (1-1) Day of Training (DOT)
Review and correct each Recruit pay account for missing or incorrect pay entitlements to dates by 1-1 DOT.
Verify and release pay entitlements and activity gain transactions by the 1-1 Direct Government Representative (DGR) for final audit/release.
Brief each Recruit Division on DDS options and pay matters during in-processing and assist all Recruits in completing the DDS Enrollment Form (Standard Form 1199A).
Ensure Recruits have a DDS form submitted, validate the accuracy of the DDS form and submit each DDS Enrollment to the DGR for final audit and release by the 1-3 DOT.
Resolve all discrepancies identified on the DDS form by taking whatever actions are necessary to include calling the listed bank.
Initiate, submit and/or validate the following transactions in NSIPS or other systems each Recruit NLT the next working day of receipt of all supporting documents to include: W-4 Federal Income Tax withholding form State Income Tax withholding form Allotments (DD Form 2558) Continental United States (CONUS) Cost of Living Adjustment (COLA) Service members' Group Life Insurance (SGLV 8286) Family Member Coverage (SGLI) - (SGLV 8286A)

Validate NSIPS transactions against information Recruits' NAVPERS 1070/602 (Dependency Application/Record of Emergency Data) to validate the following transactions prior to final audit/release by the DGR in NSIPS within one working the

Basic for Housing (BAH) Basic Allowance for Housing Differential (BAH-DIFF) Family Separation Allowance (FSA)

Verify eligibility and make enlistment bonus payments required by the official DGR.
Maintain accurate Recruit pay accounts and shall and entitlements as required by the official DGR.
Validate each of the previous day's pay transactions have properly posted to the Recruit's account. The contractor shall review Pay/Personnel Administrative Support (PASS) System Feedback reports and resubmit any required documents for all rejected transactions
Research the appropriate database for requests for pay information and respond to the requests for pay information
Establish and complete dependent support allotments upon request of the Recruit or a court of law within two workdays of notification.
Inform the Recruit and DGR of any pay transaction that has been submitted but has yet to post due to system limitations or other means beyond the contractor's control.
Check current Division rosters against the W-2s received from the Government and deliver W-2 forms to Recruits still assigned to RTC.
Reissue W-2 for Recruits still assigned to RTC.
During periods when Recruits cannot be paid via DDS due to PASS system degradation, check for affected Recruits within two calendar days of the scheduled payday. Prepare all required documentation in time to have Government Treasury Checks prepared and signed by the DGR, returned to the contractor, and presented to departing Recruits.
Ensure separating Recruits receive authorized final pay and allowances effective the date of separation.
Determine the amount of pay due to each separating Recruit based on entitlements and the separation authority letter.
Prepare a separation computation indicating the amount of pay for each separating Recruit on the date of separation and ensure each Recruit acknowledges final pay to be paid via direct deposit.
Disburse payments via DDS. The contractor shall coordinate with each Recruit to obtain information for direct deposit. The contractor shall also coordinate with the Deputy Disbursing Officer (DDO) for payment audit
Compute the severance payment amount upon notification by a Navy Personnel Command (NPC) message that an individual receives a one-time severance payment Verify required information is contained in the NSIPS strength loss transaction.
Notify Defense Finance and Accounting Center (DFAS) of severance entitlement via written communication for manual update to Recruit's pay account if necessary. Minimum Qualifications Requires minimum of one (1) year experience in a military Customer Service environment, with HR background in any of the following disciplines: Military Pay, Military Personnel, Travel Claims or Navy Transportation. Substitutions for HR background can be from similar experience gained in either the private sector or other Federal Agency. Security requirement includes a favorably adjudicated Tier 3 investigation. Must complete Naval Education and Training Command (NETC) eLearning PAYPERS courses/modules within first 90 days of employment. DOS and Access program navigation knowledge Expert level Excel skills Individuals applying for this position must, at a minimum, be a US citizen, meet the experience, educational, or other background requirements and be capable of performing in an efficient, reliable and professional manner.
