Clerk, Finance, General Assistance The Town of Anson is seeking a qualified and dependable individual to serve as Finance Officer / General Assistance Administrator / Deputy Town Clerk. This position is responsible for a variety of important municipal functions, including financial administration, accounts payable, payroll, payroll tax reporting, employee benefits administration, human resources coordination, financial reporting, and administration of the Town's General Assistance Program. The position also serves as Deputy Town Clerk, providing continuity of Town Clerk operations during the Town Clerk's absence and assisting with elections, voter registration, vital records, licenses, and daily Clerk operations. Essential Responsibilities Financial Administration Administer accounts payable. Process invoices and prepare Accounts Payable Warrants. Process vendor payments. Maintain accounting records. Reconcile accounts. Prepare monthly financial reports. Assist with annual budget preparation. Assist with audit preparation. Prepare 1099 reporting. Payroll Administration Process all municipal payrolls. Calculate wages, overtime, deductions, and leave accruals. Prepare payroll warrants. File payroll tax reports. Prepare year-end payroll reports and W-2s. Maintain payroll records. Human Resources & Employee Benefits Coordinate recruitment and onboarding. Maintain personnel files. Administer employee benefit programs. Process benefit enrollments and changes. Coordinate workers' compensation and unemployment claims. Maintain compliance with employment laws and personnel policies. General Assistance Administration Administer the Town's General Assistance Program. Determine eligibility in accordance with Maine law. Maintain confidential case files. Prepare required state reports. Attend mandatory training. Deputy Town Clerk Serve as Acting Town Clerk in the Town Clerk's absence. Assist with elections. Assist with voter registration. Process vital records and licenses as assigned. Provide customer service and support daily Town Clerk operations. General Responsibilities Maintain confidentiality of financial, personnel, and General Assistance records. Attend required training. Assist other departments as assigned. Perform additional duties assigned by the Town Administrator.

Minimum / Preferred

Qualifications The Town of Anson is seeking an individual with strong organizational, analytical, and communication skills.

Preferred qualifications include:

Associate degree in Accounting, Finance, Business Administration, Public Administration, or a related field. Three to five years of accounting, payroll, human resources, or municipal experience. Experience with municipal accounting software; TRIO experience is preferred. Strong analytical, organizational, and communication skills. What We Are Looking For The successful candidate should be organized, dependable, detail-oriented, able to maintain confidentiality, and comfortable working with financial, personnel, and General Assistance records. The position requires the ability to manage multiple responsibilities while providing professional and courteous service to Town employees and members of the public.
