at State of Delaware in New Castle, Delaware, United States Job Description This position provides wide support and oversight for all fiscal and budget activities associated with programs within the Division of Waste and Hazardous Substances. This position is primarily responsible for the cost recovery for over 200 remediation sites and budget reconciliation. Additional duties include but are not limited to creation and tracking of purchase orders, accounts payable/receivable and verification of payroll funding. This position will advise and draft policies and procedures for the division and advise management on budget questions and issues on a regular basis. JOB REQUIREMENTS
for Management Analyst III Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Three years experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures. Three years experience in descriptive statistics such as the mean, median, mode or standard deviation. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures. Six months experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods. Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings. Six months experience in narrative report writing. Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance. Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met. Six months experience in administering cost recovery activities, including tracking recoverable costs, preparing cost recovery documentation, monitoring collections, reconciling financial records, and ensuring compliance with established policies and procedures.
