Risk Management & Compliance Manager III
Job Description
The State Treasurer's Office (STO) promotes a culture that is a fast-paced environment that supports high performance, exceptional work product, accountability and collaboration. The Risk Management & Compliance Manager will identify, assess, mitigate, and monitor organizational risks while ensuring compliance with applicable laws, regulations, and internal policies, as well as the agency's governance, risk, and compliance (GRC) strategy. As a Risk Management & Compliance Manager your responsibilities will include: Analyze complex financial records, transactions, and data to identify irregularities and assist the other State Agencies by providing factual information, technical assistance, and providing support for resolution of issues. Schedules audits, assigns work to staff, determines time frames, reviews and approves audit reports, and determines priorities of audits. Measures voluntary compliance of Aid to Subdivisions funds received by municipalities and counties by the review and analysis of audited financial statements. Maintains internal controls and follow-up procedures to ensure field responsibility and local government compliance. Use STO data and other publicly available information to review for irregularities and potential misuse of State Funds. In addition, assist in gathering information as requested in relation to the Fraud, Waste and Abuse joint efforts through the Memorandum of Agreement between our agency and the Department of Justice and other investigative agencies. Prepare and manage security plans and perform periodic/cyclical privileged user, user and system access control compliance and risk assessments for STO, vendors and other partners in accordance with security policies and standards. Supervises audits of compliance with legislative and administrative requirements, operational audits of the efficiency of STO procedures, practices, controls, and program audits of the effectiveness of agency services. A bachelor's degree and at least seven (7) years of progressive experience in accounting, auditing, finance, risk management, governance, and/or other relevant experience.
• Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.
Additional Requirements:
Knowledge of principles, practices, theories, and techniques of accounting, auditing, financial management, banking, and insurance. Knowledge of federal and state laws, rules and regulations related to the programs being audited. Knowledge of mathematical and statistical sampling techniques. Ability to interpret and analyze complex accounting and financial data, reach determine pertinent facts, reach reasonable conclusions and propose solutions. Ability to present clear, concise and comprehensive written and oral reports. Ability to establish and maintain effective working relationships with persons contacted in the course of work including associates, law officers, professional and nonprofessional individuals and the general public. Must be a highly effective communicator both orally and in writing. Proven ability to build, manage and foster a team-oriented environment. Excellent leadership, management and interpersonal skills. Must be able to establish and maintain effective working relationships and be able to comprehend and logically analyze situations before rendering decisions. Must exercise judgment and discretion at all times. Ability to effectively plan and organize work activities and prioritize task completion to meet schedules and deadlines. Ability to work effectively with users, vendors and staff members. Knowledge and awareness of industry best practices and policies. On occasion may be called upon to work odd hours or long hours under pressure of meeting pre-established deadlines. Must be able to safely lift and carry equipment, files, books and reports weighing up to 20 pounds. Must be able to sit, stand, and walk for prolonged or intermittent periods of time. Must be able to reach, bend and twist at the waist to perform filing, desk work and operate general office equipment. Financial Risk Manager (FRM), Certified Risk Management Professional (CRMP), Certified Internal Auditor (CIA), Certified Financial Examiner (CFE), Certified Public Accountant (CPA), and SCEIS knowledge preferred. Knowledge of the capabilities and limitations of a wide range of equipment, software and services necessary to develop and deliver information systems and solutions to meet the needs of the agency. Knowledge of project management principles and methodologies.
