Benefits Salary:
$95,000-$120,000 per year, depending on experience and qualifications About the opportunity Bull's Eye Services, LLC is a growing full service Texas water well company headquartered in Pearsall, Texas. We serve oil and gas, agricultural, commercial, municipal, and residential customers throughout Texas, with a significant portion of our work supporting oilfield operations in the Eagle Ford Shale. We are seeking an experienced HSE & Regulatory Compliance Manager to serve as our Safety Manager and lead company-wide safety and regulatory compliance. Reporting directly to the President, you will work closely with field crews and management to improve safety practices, maintain customer compliance, and ensure corrective actions are completed. This is not a desk-only safety position. You will regularly visit drilling rigs, pump service locations, generator operations, shops, and customer jobsites, while also managing training, reporting, and compliance documentation. Key responsibilities
  • Develop, maintain, and improve safety policies, procedures, JSAs/JHAs, and training programs; coach crews and supervisors on safe work practices.
  • Manage applicable OSHA, MSHA, and
DOT/FMCSA
compliance, required records, inspections, information requests, and corrective-action responses.
  • Administer ISNetworld, PEC/SafeLand, and customer contractor-compliance requirements, including written programs, safety statistics, training records, and certification renewals.
  • Conduct documented field audits covering PPE, H2S, lockout/tagout, electrical safety, fall protection, confined spaces, excavation, lifting and rigging, and equipment safety as applicable.
  • Lead investigations of injuries, vehicle accidents, property damage, environmental incidents, and near misses; identify root causes and assign, document, and verify corrective actions.
  • Maintain applicable OSHA 300, 300A, and 301 records; assess recordability and coordinate required regulatory notifications.
  • Maintain driver qualification files, CDL and medical-card records, MVRs, Clearinghouse compliance, applicable Hours-of-Service records, and fleet inspection and maintenance documentation.
  • Coordinate and track drug and alcohol testing through DISA, including new-hire, DOT, random, post-accident, and return-to-duty testing as required.
  • Conduct or coordinate orientations, refresher training, and applicable MSHA training; track employee qualifications and certification expiration dates.
  • Serve as the primary safety contact for customers, regulators, and auditors; exercise stop-work authority when serious hazards exist and follow through until issues are resolved. Required qualifications
  • At least 5 years of safety/HSE experience, preferably in oilfield services, drilling, construction, heavy equipment, or industrial operations.
  • Working knowledge of OSHA regulations and experience conducting incident investigations and root-cause analysis.
  • Experience managing safety training, compliance records, and corrective-action follow-up.
  • Strong organizational, computer, documentation, and reporting skills.
  • Clear communication skills and the ability to work effectively with field employees, supervisors, customers, and management.
  • Willingness to regularly travel to jobsites throughout South Texas and other Bull's Eye operating areas.
  • Valid driver's license and an acceptable driving record. Preferred qualifications
  • Oilfield safety experience and hands-on ISNetworld and PEC/SafeLand administration.
  • DOT/FMCSA and MSHA compliance experience.
  • OSHA 30 training and OSHA Authorized Trainer credentials.
  • PEC/SafeLand, H2S, or First Aid/CPR/AED instructor credentials. Compensation and benefits Base salary of $95,000-$120,000 annually, depending on experience and qualifications.
