About the Opportunity A leading global technology and hyperscale infrastructure client is seeking an experienced Construction Environmental Compliance Lead to support large-scale, mission-critical Data Center builds in San Antonio, Texas. In this role, you will be the primary environmental authority on an active heavy civil construction site. You will ensure all construction activities align with federal, state, and municipal environmental regulations—driving proactive compliance, managing third-party specialty consultants, and maintaining an uncompromised record of zero Notices of Violation (NOVs) through final commissioning and operational turnover.

Key Responsibilities Site Oversight & Inspections:

Conduct routine and event-driven field inspections across active construction grounds to verify compliance with Clean Water Act permits, erosion and sediment controls, and site management plans.

Stormwater & Water Quality Management:

Lead the implementation, maintenance, and auditing of Stormwater Pollution Prevention Plans (SWPPP), Best Management Practices (BMPs), and Texas Pollutant Discharge Elimination System (TPDES) Construction General Permit requirements.

Permit & Regulatory Administration:

Interpret permit conditions and coordinate with local Authorities Having Jurisdiction (AHJ), regulatory bodies (TCEQ, EPA, USACE), and external stakeholders. Lead the preparation and submittal of required compliance documentation and notifications.

Consultant & Contractor Management:

Direct third-party environmental consulting firms performing specialty ecological reviews, wetland delineations (CWA 401/404), cultural resource surveys, and soil/groundwater sampling.

Cross-Functional Coordination:

Collaborate daily with General Contractors, civil engineering teams, and project superintendents to integrate compliance milestones and mitigations into dynamic construction look-aheads and master schedules.

Operational Turnover:

Assemble, organize, and transfer all environmental compliance dossiers, baseline data, and active operating permits to the facility operations team upon construction completion.

Required Qualifications & Background Education:

Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Chemical Engineering, or a closely related technical field.

Experience:

5+ years of dedicated environmental permitting and compliance management experience on US construction projects, ideally involving large-scale industrial, energy, or mission-critical facilities.

Regulatory Expertise:

In-depth working knowledge of major environmental programs: Clean Water Act (CWA Sections 401, 402/NPDES/TPDES, and 404) Spill Prevention, Control, and Countermeasure (SPCC) Resource Conservation and Recovery Act (RCRA) Air Quality compliance (Title V / NSR / New Source standards) Endangered Species Act (ESA) and cultural/historical resources protection

Site Remediation:

Practical knowledge of site conceptual models, remedial investigations, and contaminated media management.

Software Tools:

Proficiency with Bluebeam Revu for site map and plan review. Working knowledge of Primavera P6 or construction scheduling tools is a strong plus.

Work Environment & PPE Requirements Workspace:

100% Onsite at an active commercial/industrial construction site in San Antonio, TX.

Physical Demands:

Daily active field walks across open terrain and uneven ground under Texas climate conditions.

Mandatory Field Gear:

Composite-toe work boots (minimum 4-inch ankle support), Class 2 safety helmet, Class 2 or higher hi-vis vest/jacket, cut/impact-resistant gloves, and

ANSI Z87.1

safety eyewear.

Pay:

$85.00 per hour Expected hours: 40.0 per week
