This position provides a hands on approach supporting financial management andadministration to the Finance Department under the direction of the Finance Director. Assists Finance Director with supervising subordinate personnel, setting organizational structure and staffing requirements. Assists in preparing and monitoring budgetary constraints, monitors, maintains and corrects accounting functions. Assists Director with researching, compiling information, formulating recommendations and providing technical advice to internal and external stakeholders.
Essential Job Functions:
Provides technical guidance in order to improve accounting controls and efficiency (this includes determining the needs for any additional staff training for direct reports) achieving optimal efficiency and accurate reporting. Examines as necessary the need for modifications of manual and automated systems under the direction of the Finance Director.
Assists in the preparation of the annual audited financial statement. This includes assisting with timed close outs by ensuring that items are properly accrued and adjusted by each functional area within the Department of Finance.
Advises Finance Director on the fiscal status of accounts and recommends alternatives to improve financial positions. Investigates and resolves accounting based issues and discrepancies in cooperation with departmental managers and appropriate finance staff.
Assists in various federal, state, and local compliance audits as directed by the Finance Director.
Performs other related duties as assigned.
Education/Experience/Certifications (minimum qualifications):
Bachelor's degree in Finance, Accounting, Public or Business Administration, or a
related field required (Master's degree preferred) with four years of progressive
experience in finance, budgeting or accounting management, with at least three years in a senior leadership role; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job (CPA, CMA, CIA, CFP, CPB).
At least five (5) years' experience in a government finance role.
Prior supervisory and managerial responsibilities.
Strong knowledge of governmental accounting principles (GAAP) and financial
regulations.
Proficiency in financial software, spreadsheet applications, and enterprise resource
planning (ERP) systems.
Excellent analytical, problem-solving, and communication skills.
Proven leadership abilities with the capacity to manage and inspire a team.
High ethical standards and a commitment to transparency and accountability.
Physical requirements and working environment:
Must be physically able to operate a variety of machinery and equipment including a
computer, copier, telephone, and communications equipment. Must be able to use
body members to work, move or carry objects or materials. This position requires
walking, standing, bending, stooping, pushing, pulling, lifting, grasping, feeling, seeing, talking, hearing, and repetitive motions.
Must be able to exert up to twenty pounds of force occasionally, and/or up to ten
pounds of force frequently. Physical demand requirements are at levels of those for
light work.
Clear vision and hearing, including the ability to communicate effectively in various
environments.
