This position is in Fiscal Service, and the primary purpose of the position is to perform a wide range of administrative functions that require the analytical ability to determine the best course of action to achieve the required outcomes in areas including suspense tracking, training needs, time and attendance, program analysis, contracting, staffing, and office management. The Incumbent is the Financial Systems and Procedures Analyst and is organizationally aligned within Fiscal Service.

Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
SELECTIVE PLACEMENT FACTOR
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Detailed knowledge on how to complete budget presentations and reviews related to cost allocations and annual budgetary costs which form the basis for comparative analysis studies. Detailed knowledge on how to perform duties involving the analysis and forecasting of the uses of funds within a program. Detailed knowledge of reviewing internal processes in relation to selling agreements/contracts to determine if improvements can be made. Detailed knowledge on performing ADPAC responsibilities. Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the station. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurements and improvement of program effectiveness and organizational productivity. Skill in conducting detailed analysis of complex functions and work processes. Knowledge of VistA, FMS, and related information system functions and capabilities to support the financial and statistical data information for the Department of Veterans Affairs Medical Center. Expertise in the application of qualitative and quantitative analytical tools and methods. Knowledge of and skill in applying a wide range of methods and techniques used together to analyze and evaluate programs, extract data, and assess workload information. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area study.

Note :
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
This is primarily a sedentary position, but the work requires some walking, bending, stooping, long distance driving, and carrying of objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments with deadlines. The work is normally sedentary, but includes some walking, standing, bending, and carrying of light items such as papers and books. No special physical demands are required to perform the work.
