Job Description

The City of Payette ("City") Clerk/Treasurer is the City's chief administrative and financial officer and serves as a Department Head responsible for all municipal financial systems, statutory compliance, elections, official records, and legislative support to the Mayor and City Council. This position provides executive-level leadership over City finance, utility billing, records management, and compliance functions for a full-service municipality with water and sewer utilities. Essential Duties & Responsibilities The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, duties not specifically set forth below. Clerk Functions Serve as Clerk of the City Council; prepare agendas, attend meetings, record and publish minutes, ordinances, resolutions, and legal notices. Maintain custody of official records, contracts, and City Seal. Administer public records requests under Idaho Code Title 74. Serve as Local Elections Officer for municipal elections. Maintain records retention schedules and historical archives. Administer the scheduling and coordination of City Council agendas and public meeting notifications. Serves as the human resources coordinator. Other functions may be assigned as needed.
Treasurer / Finance
Functions Serve as custodian of all City funds. Oversee all accounting, budgeting, payroll, utility billing, licensing, investments, and debt service. Prepare and administer annual operating and capital budgets. Maintain governmental fund accounting in compliance with Governmental Accounting Standards Board (GASB) standards. Produce monthly and annual financial statements and as otherwise required by the City. Monitor cash flow, restricted funds, grants, and enterprise utility funds. Coordinate annual audits and ensure State reporting compliance. Maintain internal controls and financial policies. Administer City financial systems utilizing computer financial software. Utility Billing & Enterprise Fund Administration Oversee water and sewer enterprise fund accounting and rate revenue tracking. Ensure accurate billing, collections, adjustments, and compliance with bond covenants. Coordinate with Public Works on capital improvement tracking. Administrative & Department Head Duties Serve as Department Head supervising finance, utility billing, and clerical staff. Serve as compliance officer for Open Meeting Law, Public Records Act, election law, and financial statutes. Provide public service at City Hall and serve as liaison between departments, elected officials, and the public. Participate in strategic planning and long-range financial forecasting. Minimum Qualifications High School Diploma or GED. Advanced education is beneficial. Experience with utility enterprise funds and municipal accounting. Demonstrate ability to plan, organize, and schedule priorities. Proven computer skills. Must be bondable. Knowledge, Skills & Abilities Governmental fund accounting (GASB). Budgeting and capital improvement planning. Municipal financial experience. Idaho municipal statutes and election law. Strong analytical, organizational, and communication skills. Ability to supervise staff and manage confidential information. Compensation Salary and benefits as established by City Council resolution. In line with comparable positions in the State of Idaho. Experience commensurate with degree. Must have sufficient vision that permits the employee to make observations. Must have sufficient manual dexterity, which permits the employee to operate office equipment. Must be able to talk and hear via telephone and in person. Local travel is occasionally required.
