- Part-Time (19 hours per week) The Town of Lancaster seeks a part-time (19 hours/week) Payroll Specialist for the Office of the Treasurer/Collector. This position is an exempt, non-benefited, hourly position, subject to the Personnel Policies and Procedures, and the Unclassified Employee Wage Grid, Grade F. The hourly salary range of this position is $27.47 to $35.84 per hour, with the anticipated starting hourly equivalent salary range is $27.47 to $30.02 per hour, depending on qualifications and experience. FINANCE-PAYROLL SPECIALIST
(PART-TIME)
DEFINITION
This position is responsible for processing the weekly payroll and assisting in maintaining employee information and benefits.
ESSENTIAL FUNCTIONS
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Performs complex payroll and administrative work related to the compliance of payroll, accounting, and applicable laws and regulations. Process weekly payroll according to Town policy, pay practices, and any collective bargaining agreements. Assists the Human Resources Manager with tracking employee vacation, sick and personnel time according to Town Bylaw and collective bargaining agreements. Prepares monthly reports on vacation, sick and personnel time. Maintain payroll records. Ensures integrity of all payroll accounting transactions and that all employees are paid timely and accurately. Responsible for inputting, recordkeeping and auditing the Town's payroll activities. Responsible for verifying employees' salary and wage records and providing prompt resolution of any discrepancies to ensure that all employees are properly compensated. Assists with the maintenance of the in-house payroll system calculation program. Analyzes, manages, and completes time-sensitive assignments to accomplish the Town's payroll processing; troubleshoot employee/vendor inquiries regarding payroll-related matters. Responsible for other miscellaneous wage and compensation actions as they pertain to the preparation and maintenance of payroll. Assists the Treasurer-Collector and Assistant Treasurer-Collector with other office duties including departmental turnovers and accounts payable, when and if available after payroll processing completed. Performs other job-related duties as deemed necessary by supervisors.
SUPERVISION RECEIVED
Under general direction, employee plans and prioritize most of the work independently, in accordance with standard practices. Payroll Specialist is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines, and priorities. Technical and policy problems or changes in procedures are discussed with supervisors, the Finance Director and the Treasurer-Collector.
JUDGEMENT
The work requires examining, analyzing, and evaluating facts and circumstances surrounding individual problems, situations, or transactions, and determining actions to be taken within the limits of standard or accepted practices.

Relationships are constantly with co-workers, vendors, and the public.
CONFIDENTIALITY
The employee has regular access to sensitive and confidential information.
EDUCATION AND EXPERIENCE
Associates degree or equivalent, and one to three years of related experience or any equivalent combination of education and experience.
KNOWLEDGE, ABILITY AND SKILLS
Knowledge :
Thorough knowledge of office procedures, practices, and terminology. Knowledge of payroll policies and procedures within a municipal environment. Working knowledge of state and local regulations as they pertain to payroll processing. Knowledge of modern office practices and procedures.
Ability :
Ability to interact in a positive and effective manner with personnel at all levels of authority. Ability to recognize and resolve problems with minimal administrative intervention. Ability to maintain private information. Ability to interpret and implement instructions provided in oral and written form. Ability to manage and meet demanding, fixed deadlines. Ability to manage complex payroll operations and records. Analytical ability. Accuracy and attention to detail. Must be able to operate a personal computer and display intermediate to advanced skill when using software programs as required by the position. Ability to work cooperatively with others. Ability and willingness to learn job-related skills. Time management and multi-tasking ability helpful.
Skill :
Knowledge and competence in utilizing personal computers, including standard office computer applications and department-specific applications. Excellent customer service and interpersonal skills. Excellent written and oral communication skills. Strong organizational skills.
