POSITION SUMMARY
The Finance Specialist performs routine clerical functions, oversees utility accounts receivable, provides quality customer service to residents and visitors, among other duties, and answers the telephone as well as in-person questions at the City Hall front window. This position also functions as an immediate backup to the bi-weekly and monthly financial functions performed by the City's Finance Officer.
PAY RANGE
$23.12 / Hour (Minimum) - $28.16 / Hour (Maximum)
ESSENTIAL POSITION FUNCTIONS

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Prepare and input utility bill, building permit, business license, and park shelter payments, among other types of payments, into ERP Pro 9 (INCODE). Issue payment receipts to customers visiting the City Hall front desk. Process credit card transactions. Balance cash drawer and prepare bank deposits for past due utility customers. Receive incoming telephone calls and engage in residential visits concerning utility bills or services, and will refer (when necessary), to the appropriate person. Provide customer follow-up research and prepare bill write-offs. Assist with the distribution of incoming and outgoing mail. Assist and lead the process of performing re-calculations for the quarterly and annual winter sewer averaging process for businesses in Greenwood.
REQUIRED JOB COMPETENCIES 1.
Knowledge of administrative policies and procedures of the City of Greenwood. 2. Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software. 3. Ability to establish and maintain accurate records of assigned activities and operations. 4. Ability to interpret and implement local policies and procedures; written instructions; general correspondence; Federal, State, and local regulations. 5. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. 6. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. 7. Ability to think quickly, maintain self-control, and adapt to stressful situations. 8. Knowledge of computer software that is consistent for this position. 9. Ability to perform mathematical calculations required for this position. 10. MINIMUM EDUCATION
High School Diploma (or equivalent) An Associate Degree in a related field is preferred
MINIMUM EXPERIENCE
Two (2) years utility billing and accounts receivable experience, or other related experience. An equivalent combination of experience and training may be considered.
