The Senior Appraiser is a full-time, salaried, classified service position performing work for the Property Tax Commissioner. Under the administrative direction of the Property Tax Commissioner , Administrator and/or Chief Appraiser, the Senior Appraiser supervises/performs field appraisals primarily for commercial property including commercial and income properties, office buildings, apartments, condos, and retail. Performs , reviews and quality control checks appraisals. Trains subordinate appraisal staff personnel (Appraiser I). Sets values for all types of properties (primarily for commercial property including commercial and income properties, office buildings, apartments, condos, and retail) within the taxing jurisdiction. Assists in Countywide appraisal program. Deals with more complex appraisal material for both Residential and Commercial properties. Duties and Responsibilities Handles real property appraisals primarily for commercial property including income valuations, office buildings, apartments, condos, industrial and retail. Supervises, assigns and reviews work of Real Property Appraisers with emphasis on cost index and ratio studies. Plans and implements in-house training programs as required by the Alabama Department of Revenue, Property Tax Division. Explains calculations of property values to tax payers. Assumes the responsibilities of the Chief Appraiser during his/her absence. Assists appraisers in the performance of their duties. Measures and lists real estate improvements. Performs field inspections to determine type and use of buildings. Calculates values of land and improvements using field sketches, computer drawings, calculation programs and other recognized appraisal techniques. Analyzes data to create ratio studies; prices land, creates building cost indexes, and determines other appropriate gauges of value. Analyzes and records building material applications and types of construction. Collects and analyzes data from deeds, mortgages, leases, and other sources to establish value of all real property. Works with the Property Tax Commissioner, Administrator or Chief Appraiser to perform research and maintain documentation for Court Cases. Analyzes rental/lease data to establish current investor requirements concerning income-producing properties to establish appropriate rates for capitalization of income. Utilizes standard drafting tools and construction techniques to calculate square footage. Performs all duties in a safe and efficient manner. Performs all other duties as assigned by supervision.
MINIMUM REQUIREMENTS
High school diploma and seven years of experience in all areas of appraisal OR a BS or BA degree in Accounting, Business, Finance or related field and three years of experience in all areas of appraisal. Alabama Certified Appraiser designation from the Alabama Department of Revenue or Alabama Certified Residential Real Property Appraiser License through the State Real Estate Appraisal Board. Any other required courses by the State of Alabama. Valid driver's license.
PREFERRED REQUIREMENTS
Alabama Certified General Real Property Appraiser License through the State Real Estate Appraisal Board. IAAO Designation.
WORKING CONDITIONS
Work is performed equally indoors and outdoors. Subject to weather extremes.
PHYSICAL REQUIREMENTS
Work is medium in nature and involves sitting, walking and lifting. Must be able to withstand adverse weather conditions. Must be able to endure extended periods in an automobile while reviewing parcels of land around the county.
EXAMINATIONS
No written or performance examination will be required for this position. Applicants are screened and certified based on an evaluation of their education, training, experience and other requirements as outlined in this Position Announcement and denoted on their Job Application and responses to the Supplemental Questionnaire.
