What You'll Do As City Assessor, you will provide professional leadership and oversight of all assessment activities, including: Direct the annual valuation and revaluation of all real property within the City. Supervise appraisal staff, property management functions, and administrative personnel. Review complex residential, commercial, industrial, and special-purpose property valuations. Administer assessment roll preparation in accordance with New York State Real Property Tax Law. Attend Board of Assessment Review hearings and implement authorized assessment changes. Review exemption applications and determine eligibility. Oversee assessment records, tax maps, appraisal data, and property inventory systems. Supervise City-owned property activities, including IN-REM and foreclosure-related functions. Prepare reports required by City leadership and New York State. Work collaboratively with elected officials, County Real Property Services, legal counsel, school districts, taxpayers, and other stakeholders. Mentor and develop professional appraisal staff while promoting best practices and continuous improvement. The Ideal Candidate The successful candidate will demonstrate: Extensive knowledge of real property valuation and assessment administration. Experience valuing complex residential, commercial, industrial, and specialty properties. Thorough understanding of New York State Real Property Tax Law and assessment practices. Experience supervising professional appraisal staff and managing assessment operations. Excellent judgment and decision-making skills. Strong public communication skills and the ability to effectively explain valuation decisions. A collaborative leadership style with a commitment to customer service and professional integrity. The ability to manage multiple statutory deadlines while maintaining exceptional accuracy. Professionals who have successfully managed complex municipal assessment operations, implemented defensible valuation methodologies, supervised professional staff, and worked closely with Boards of Assessment Review and municipal leadership are especially encouraged to apply. Minimum Qualifications Applicants must meet the minimum qualification standards established under 20 NYCRR §8188-2.2 for appointed assessors. Applicants must satisfy one of the following: Graduation from high school (or equivalent) and two (2) years of qualifying full-time paid experience involving the valuation of real property; or Graduation from an accredited two-year college and one (1) year of qualifying valuation experience; or Graduation from an accredited four-year college and six (6) months of qualifying valuation experience, or graduation from an accredited four-year college with a written commitment from the County Director to provide State-approved assessor training within six months; or Certification by the New York State Board as a Candidate for Assessor. Qualifying experience includes professional work involving one or more of the following: Collection and analysis of real property inventory data Comparable sales analysis Preparation of appraisal reports Cost, income, and market valuation methodologies Property valuation and assessment administration Experience limited to listing or marketing real estate for sale does not satisfy the qualifying experience requirement. Applicants must also satisfy all requirements of 20 NYCRR §8188-2.2 , including review and approval of the Application for Qualifications Review (Form RP-3006) by New York State Educational Services prior to appointment.
