Mayor, Governing Body, and City Clerk/Office Administrator City Treasurer Job Description The City Treasurer will work under the direction of the Mayor and Council. The Treasurer's direct supervisor, as member of Office Staff, will be the City Clerk/Office Administrator. It is the responsibility of the City Treasurer to work a considerable amount of time with the public and problem solve frequently; problems involve handling complaints and inquiries from the general public, utility bill concerns, past due accounts, and any new project development. In addition this position serves as the Freedom of Information Officer and handles all utility billing records and utility billing duties.
Primary Duties and Responsibilities:
  • Prepare utility meters for meter reading
  • Review high and low meter readings
  • Calculate, review and mail utility bills
  • Collect and post utility payments daily
  • Collect and post utility revenues, expenditures and general ledgers daily
  • Balance utility payments, cash receipts, and deposit
  • Maintain utility deposit records
  • Maintain utility deposits and calculate utility deposit interest
  • Export utility billings totals to Fund Accounting software, print and file reports
  • Assist the front counter and drive thru window
  • Assists citizens in applying for utilities, changing current services, and/or updating information on accounts
  • Assists customers with utility hearings
  • Sends out delinquent notices for utilities
  • Record and sell dog tags and collect fees
  • Freedom of information officer: KORA applies
  • Provides open records information to the general public
  • Process all monthly, quarterly, & annual reports required by other government agencies
  • Calculate and report monthly sales tax
  • Sell and assists citizens with cemetery spaces and records
  • Assists funeral homes with burial arrangements, open/close at Woodlawn Cemetery
  • Assist with the process of renting of community building & park and collecting fees
  • Respond to citizens' concerns and complaints
  • Takes phone messages when necessary
  • Assist auditor in the annual audit
  • Handle computer problems and updates
  • Pass information for building & zoning administrator to public
  • Balance monthly bank statements
  • Balance monthly FDIC and pledge balances
  • Calculate Power cost adjustment
  • Figure monthly kWhs and gallons report Primary Duties and Responsibilities (continued):
  • Generate utility reports
  • Balance posting sheets and take revenue deposits to bank
  • Assist customers in obtaining or terminating City utilities
  • Assist customers with paperwork for utilities sign on/off
  • Assist with documentation of utility hearings
  • Assist with answering telephone and customers with questions
  • Assist with drive thru window and front counter
  • Assist persons in locating and purchasing cemetery lots
  • Schedule dates for special events to be held in community building and park
  • Collect community building rental fees and file paperwork for Community Building and City park events
  • Attend meetings of the City Council as needed
  • Any duties called upon by the Mayor, Governing Body, or City Clerk
  • Represents City on any Board the Governing Body should appoint this person to
  • FEMA billing and accounting when necessary
Qualifications:
High School diploma or GED. Knowledge of general accounting principles. The ability to operate computers and other office equipment. The ability to work courteously and establish successful working relationships with entities, employees, city officials, and general public. E Pay:
$20.00 - $23.00 per hour
