The Finance Director ensures the integrity of financial reporting, budgeting, auditing, treasury management, debt administration, grants compliance, purchasing oversight and internal controls while promoting transparency, accountability, and responsible stewardship of funds. The Director of Finance serves as a key advisor to the Parish President, Chief Administrative Officer, and Parish Council. Duties Lead the development and implementation of comprehensive financial strategies aligned with organizational goals. Oversee accounting functions including general ledger management, balance sheet reconciliation, accounts payable and receivable, and cost control measures. Ensure compliance with GAAP (Generally Accepted Accounting Principles), IFRS (International Financial Reporting Standards), IAS (International Accounting Standards), and industry-specific regulations such as ASC 606 for revenue recognition. Manage financial reporting processes, including preparation, analysis, and interpretation of financial statements and reports for stakeholders. Direct treasury management activities such as cash flow analysis, investment oversight, and risk management to optimize liquidity and fiscal stability. Develop detailed financial projection models and forecasts to support strategic planning and business development initiatives. Lead the finance team by providing mentorship, fostering professional growth, and promoting best practices in financial operations and software utilization. Conduct risk analysis to identify potential vulnerabilities in financial processes or market conditions; implement mitigation strategies accordingly. Collaborate with cross-functional teams on budgeting, cost management, and revenue optimization efforts to enhance overall profitability. Ensure adherence to regulatory reporting requirements for governmental agencies and non-profit organizations where applicable. Experience Bachelor's Degree in Accounting, Finance, Business Administration,Public Adminstration, or closely related field required. Certified Public Accountant ( CPA) required . Licensed in the state of Louisiana Master's Degree in Finance, Accounting, Business Administration(MBA), or Public Administration preferred. Minimum of five(5) years of experience in a responsible managerial or administrative fiscal position. Minimum of five (5) years in supervisory or executive leadership role. Experience in government finance, municipal finance, parish government, or public sector budgeting strongly preferred.
