Job Description

JOB SUMMARY
Reporting to the City Administrator, the Director of Finance oversees all City financial functions, including accounting, financial reporting, budgeting, audits, cash and investment management, taxes, purchasing, accounts payable/receivable, debt management, payroll, and data processing. The Director ensures efficient use of department resources and independently manages operations within City-wide goals. The role has broad decision-making authority and requires close collaboration with other departments to support unified City objectives and maintain positive working relationships.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Director of Finance serves as the City's Chief Financial Officer, overseeing all financial operations and staff. Key duties include but are not limited to: Leading short- and long-term financial planning; preparing studies, reports, and recommendations; and coordinating with other departments and agencies. Managing preparation of the City's operating and capital budgets. Establishing and maintaining internal financial controls and ensuring compliance with state and national accounting standards. Administering cash management and investment programs in accordance with State law and the City's Investment Policy. Managing asset recording and disposal. Forecasting revenues, expenditures, fund balances, and long-range financial projections. Overseeing accounts receivable, tax billing/collection, deposits, investments, and all other City revenues. Preparing required reports, including the Annual Comprehensive Financial Report (ACFR) and State Comptroller reports. Supporting grants and special revenue funds and ensuring compliance with financial and legal requirements. Leading the annual audit and preparing audit schedules. Overseeing procurement and ensuring adherence to purchasing policies, municipal code, and state law. Preparing budget amendments, financial ordinances, and resolutions. Ensuring accounting and reporting systems meet City, State, and Federal requirements. Monitoring financial activities to ensure fiscal stability and debt obligations. Preparing monthly financial reports for Board committees and meetings. Performing payroll reporting (monthly, quarterly, year-end), including ACA, with HR support. Preparing 1099 forms with accounts payable.
Pay:
$70,000.00 - $80,000.00 per year
