Job Description

Under the direction of the City Manager, plans, organizes, and administers the accounting functions of the City, including the general ledger, cash management, accounts payable, accounts receivable, payroll, fixed assets, grants, investments, and debt administration. Pay is dependent upon experience. And will perform the following duties: Directs and manages the City's financial operations in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, City policies, and applicable federal, state, and local laws. Safeguarding public funds, maintaining the integrity of the City's financial records, and ensuring sound fiscal management. Oversees all treasury functions, including cash flow management, banking relationships, investments, and compliance with the Texas Public Funds Investment Act (PFIA) and the City's Investment Policy. Directs the preparation, administration, monitoring, and amendment of the City's annual operating and capital budgets and provides financial forecasts and analyses throughout the fiscal year. Prepares and presents monthly, quarterly, and annual financial reports to the Mayor, City Council, the Palacios Economic Development Corporation, and other governing bodies as required. Maintains the City's general ledger by reviewing, approving, and posting journal entries and ensuring accurate recording of all financial transactions. Oversees the monthly and annual closing of the City's financial records, including preparation of adjusting entries, accruals, reconciliations, and fiscal year-end processing. Reconciles bank accounts, investment accounts, subsidiary ledgers, due to/from accounts, and other balance sheet accounts while investigating and resolving discrepancies. Oversees accounts payable, accounts receivable, utility revenue accounting, cash receipts, and daily banking activities to ensure transactions are properly authorized, recorded, and reconciled. Administers the City's payroll system, including payroll processing, payroll tax reporting, retirement contributions, employee benefits, leave accruals, and compliance with all applicable payroll regulations. Maintains accurate accounting records for all governmental, proprietary, fiduciary, and special revenue funds and monitors fund balances to ensure legal and budgetary compliance. Coordinates the financial administration of federal, state, and local grants, including budgeting, expenditure tracking, reimbursement requests, financial reporting, compliance monitoring, and record retention. Maintains the City's capital asset accounting system, including acquisitions, disposals, depreciation, inventories, and reconciliation to the general ledger. Coordinates the annual financial audit by preparing workpapers, schedules, reconciliations, and supporting documentation, and serves as the primary liaison with the City's independent auditors. Prepares and submits all required financial reports and filings to federal and state agencies, including the Texas Comptroller, grantor agencies, and other regulatory organizations. Develops, implements, and maintains sound internal controls, accounting procedures, financial policies, and records management practices to safeguard City assets and ensure regulatory compliance. Provides financial guidance and technical assistance to City administration, department directors, elected officials, and staff regarding accounting, budgeting, purchasing, grants, and financial management. Supervises, trains, and evaluates assigned finance department personnel; establishes departmental procedures; and promotes professional development and operational efficiency. Performs other related duties as assigned by the City Manager.
Qualifications:
Associates degree; or three to five years related experience and/or training; or equivalent combination of education and experience Must be 18 years of age or older and have a valid Texas Driver License Must pass a background check and drug screen
