Full Job Description Psychiatric Rehabilitation Program Director Overview:

As Psychiatric Rehabilitation Program Director, you will provide steady, thoughtful leadership that strengthens both our clinical team and the services we deliver to the Maryland community. This position plays a central role in shaping clinical practice, improving operations, and fostering a collaborative, accountable environment. The Psychiatric Rehabilitation Program Director is responsible for the oversight, direction, and integrity of all clinical operations within our Psychiatric Rehabilitation Program (PRP). This role ensures the delivery of high-quality, person-centered, recovery-oriented services while maintaining full compliance with Maryland state regulations (COMAR 10.21.21 and 10.21.17), accreditation standards, and payer requirements. The Program Director will provide strategic leadership, supervise clinical staff, and work collaboratively with interdisciplinary teams to ensure optimal outcomes for individuals receiving services.

Responsibilities:

Program Administration & Regulatory Oversight Provide administrative oversight of the PRP, ensuring compliance with COMAR 10.21.21 and

COMAR 10.21.17

requirements. Develop, implement, and revise clinical policies, procedures, protocols, and workflows to maintain compliance with state and federal regulations. Keep the governing body/advisory committee informed of the program's approval status and performance. Develop and maintain a staffing plan that identifies the type and number of staff needed to deliver rehabilitation and recovery services. Employ and oversee at least one Psychiatric Rehabilitation Specialist responsible for daily rehabilitation service delivery. Clinical Leadership & Service Delivery Provide direct oversight of all clinical services, ensuring adherence to psychiatric rehabilitation best practices, including individualized rehabilitation plans (IRPs) and goal-directed, recovery-oriented care. Ensure rehabilitation activities support individuals' recovery and skill-building in areas such as self-care, social skills, community integration, and natural support development. Oversee crisis intervention efforts and coordinate with psychiatric, medical, and administrative staff for integrated, holistic care. Staff Supervision & Development Supervise, mentor, and support clinical staff, including rehabilitation counselors, case managers, and interns. Provide clinical supervision toward licensure (if applicable) and ensure staff competency through coaching, training, and performance evaluations. Foster a collaborative, trauma-informed, and culturally responsive work environment. Intake, Documentation & Care Coordination Oversee intake, screening, assessment, individualized rehabilitation plan development, care coordination, progress reviews, and discharge/transition planning. Ensure documentation meets COMAR, HIPAA, EHR, and payer/CPT coding standards and timeliness requirements. Collaborate with the Executive Director and leadership team on operational planning and program development. Compliance & Quality Assurance Maintain compliance with regulatory expectations, including Maryland PRP licensing and accreditation (CARF/JCAHO) requirements. Monitor clinical outcomes and satisfaction metrics; identify areas for improvement and implement system-level changes.

Required Qualifications & Experience:

Master's degree in Social Work, Counseling, Psychology, or a related behavioral health field. Sufficient qualifications, knowledge, and experience to fulfill the duties of the position per

; active Maryland clinical license (LCSW-C, LCPC, LCPAT, or equivalent) strongly preferred. Approved Clinical Supervisor status (or eligibility) preferred. CPRP (Certified Psychiatric Rehabilitation Practitioner) or CRCC certification a plus. Minimum 3-5 years of clinical experience in behavioral health or psychiatric rehabilitation services. At least 2 years of leadership or supervisory experience in a healthcare or behavioral health setting. Demonstrated knowledge of psychiatric rehabilitation and recovery-oriented practice, trauma-informed and evidence-based treatment modalities (CBT, motivational interviewing), Maryland COMAR 10.21.21 and 10.21.17 regulations, and Medicaid/third-party documentation and CPT billing standards. Familiarity with EHR systems and HIPAA compliance. Strong interpersonal, communication, and conflict-resolution skills. Proven ability to lead teams, manage change, and improve clinical performance.
