Panhandle Health District's Hayden office is in search of a full-time Public Health Emergency Preparedness Specialist 2. The Public Health Emergency Preparedness (PHEP) Specialist 2 serves as the District's lead emergency preparedness professional and subject matter expert in preparedness planning, training, exercises, and operational readiness. Working under the direction of the Epidemiology & Emergency Preparedness Manager, this position leads the day-to-day implementation of the District's Public Health Emergency Preparedness program by coordinating preparedness initiatives, developing and maintaining emergency plans, managing training and exercise activities, and fostering collaborative partnerships that strengthen community readiness. This position serves as the primary technical lead for preparedness activities and provides guidance and support to the Public Health Emergency Preparedness Specialist 1 while coordinating closely with internal staff and external partners to ensure an integrated and effective preparedness system.

Duties/Responsibilities:

Maintains current, up-to-date knowledge and understanding of FEMA Homeland Security Exercise and Evaluation Program (HSEEP) exercise design concepts, training and exercise best practices, planning principles Familiarity with the functions of Emergency Operations Centers and hands-on involvement in response efforts Experience developing, implementing, and evaluating plans and policies within emergency management or similar settings preferred Experience developing and supporting outreach strategies, including relationship development, communications, and compliance efforts Experience collaborating with various agencies and stakeholders across different levels of government Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations Knowledge of technical report writing, automated systems for data and graphics, information-sharing platforms, geographic tools, and presenting to key stakeholders Detail-oriented, with the ability to meet deadlines and effectively manage multiple priorities in fast-moving environments Able to work independently and as part of a team, adapting to various work environments and demands Proficiency and familiarity with Microsoft Office Suite, Adobe, ArcGIS, and WebEOC Valid driver's license (Idaho or Washington) or ability to obtain one if relocating National Incident Management System (NIMS)/Incident Command System (IS)100, 700 within one (1) month of employment

Physical Requirements:

Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities: Engage in the following movements: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and writing and repetitive motions. To move objects, exert up to 30 pounds of force occasionally and/or a negligible amount of force constantly. Hearing ability sufficient to communicate effectively in person and over the phone.
