503-432-6703 Position Summary We are seeking a qualified, experienced, and dependable Residential Treatment Home (RTH) Administrator for a mental health residential program in Gladstone, Oregon . The Administrator will oversee daily operations, maintain compliance with Oregon Health Authority (OHA) requirements and applicable Oregon Administrative Rules, supervise staff, support resident health and safety, and promote high-quality, person-centered, trauma-informed, and recovery-oriented services. Candidates must have verifiable experience working directly with individuals with Serious and Persistent Mental Illness (SPMI) in a clinical mental health or licensed residential behavioral health setting. Minimum Qualification Requirements Applicants must meet at least one of the following experience requirements: At least one year of clinical experience in a setting providing treatment to individuals diagnosed with serious mental illness; OR At least two years of residential experience in a licensed setting providing care and services to individuals diagnosed with serious mental illness.
Candidates must also:
Have direct experience working with the SPMI population Be able to provide documentation verifying qualifying experience Successfully complete and maintain an approved Oregon background check Be available to perform Administrator duties at the residential setting for at least 20 hours per week Demonstrate strong leadership, communication, documentation, and organizational skills Experience limited to older adults, physical disabilities, or intellectual/developmental disabilities without qualifying mental health experience may not be sufficient. Verification of Experience Qualified candidates must be prepared to provide documentation such as: Employer or supervisor verification letters Employment records showing position and dates of employment Job descriptions or documentation of duties performed Documentation identifying the population served Relevant professional licenses, certifications, education, or behavioral health training Documentation should clearly demonstrate experience working directly with individuals with SPMI or serious mental illness. Key Responsibilities The RTH Administrator will: Oversee daily operation and administration of the Residential Treatment Home Ensure compliance with OHA licensing requirements and applicable Oregon Administrative Rules Maintain required policies, procedures, resident records, personnel records, and program documentation Maintain readiness for licensing inspections, compliance reviews, and renewals Supervise staff and participate in hiring, onboarding, training, scheduling, and performance management Ensure adequate staffing and completion of required employee training Support individualized treatment and person-centered service plans Promote resident health, safety, dignity, rights, independence, and community participation Coordinate with case managers, mental health professionals, healthcare providers, pharmacies, guardians, families, and other treatment-team members Support crisis prevention, intervention, and safety planning Review incident reports, progress notes, medication documentation, and other required records Monitor medication-management systems and MAR/eMAR documentation as appropriate Conduct routine quality-assurance and compliance reviews Maintain emergency preparedness, safety procedures, and required drills Promote trauma-informed, recovery-oriented, culturally responsive, and person-centered services Preferred Qualifications Preference may be given to candidates with previous RTH administrative or supervisory experience, strong knowledge of OHA requirements, behavioral health documentation experience, medication-management oversight experience, and demonstrated leadership in a licensed residential mental health setting.
