I. PURPOSE AND SUMMARY OF RESPONSIBILITIES

The Program Manager ensures implementation oversight, services, and evaluation of the New York State Department of Health (NYSDOH) Comprehensive Adolescent Pregnancy Prevention (CAPP) Project developed and agreed to by Community Action of Orleans & Genesee, Inc. and the NYSDOH. With the assistance of the Strategic Director of Children's Services, the Program Manager is responsible for the preparation and adherence to the budget, departmental spending, supervision of Health Educators, and collaboration with school districts as well as the NYSDOH. The Program Manager collaborates and assists with special strategic projects and initiatives as assigned by the Strategic Director. - II.

ESSENTIAL RESPONSIBILITIES

Act as the information conduit and contact person between the Agency, New York State Department of Health (NYSDOH), local, regional and statewide health, education, and human service providers, Project staff, and the community at large. Prepare budgets, biannual reports, and quarterly submissions as required by the program. Work with the Agency fiscal team to ensure adherence to the approved budget. Ensure all required documentation is submitted to the NYSDOH in a timely manner as defined by program requirements. Conduct community outreach and collaborate with outside agencies, schools, organizations, and residents to implement Project services. Serve as the Project's principal representative. Provide oversight of project activities for the implementation of educational programming, including planning, implementation, budget development, and fiscal monitoring. Participate in Project Salus program reporting, evaluation activities, professional development opportunities, and trainings as required by NYSDOH. Provide direct supervision of Health Educators, including orientation, ongoing assessment of training needs, professional development, and performance support through: o Direct observation of educational program delivery; o Regular team meetings to ensure consistent implementation of programming; o Scheduled individual supervision meetings with Health Educators; o Development and monitoring of employee development plans; o Availability to address urgent concerns arising during program implementation; and o Ensuring implementation of evidence-based curriculum with fidelity. Provide oversight of Project after-school clubs and coordinate with the Project Salus Health Educator - Clubs to: o Develop and maintain collaborative partnerships for curriculum and club implementation; o Establish Memoranda of Understanding (MOUs) as appropriate; o Assist with planning, preparation, implementation, and support of educational activities and club programming. Serve as the principal representative in priority communities to provide education and awareness regarding comprehensive sexuality education, adolescent health, and available community resources. Identify venues for delivery of evidence-based programming and secure organizational commitment to implement approved curricula with fidelity. Identify barriers to reproductive healthcare, family planning services, and other youth support services and develop strategies to improve access. Establish and maintain relationships with community health and human service providers and develop referral mechanisms to support youth and families. - III.

MARGINAL RESPONSIBILITIES

Social Media and Public Awareness Provide content for inclusion in Agency newsletters. Research and develop content for social media and website platforms. Share relevant information, events, educational resources, and community partner activities through approved media outlets at least twice per week, as scheduled. Maintain Project-related website content. Monitor and engage with community partner social media platforms as appropriate. Additional Responsibilities Maintain confidentiality regarding Agency clients, employees, and business information. Work effectively and collaboratively as part of a team. Possess reliable transportation and maintain Agency-approved driver status for job-related travel, meetings, trainings, and community events. Successfully complete all Agency-required background checks. Perform additional duties as required by Project regulations, funding requirements, or Agency leadership. Represent the Agency and Project on community boards, committees, task forces, and coalitions as requested or approved by the Strategic Director. Demonstrate initiative and self-direction in overseeing and implementing programming based on program fidelity, community needs, and stakeholder requests. Maintain familiarity with medically accurate sexuality education and available resources within Orleans and Genesee Counties. Maintain a professional and positive image of the Agency and Project within the community. Participate in trainings, meetings, and professional development opportunities as assigned. Travel throughout Orleans and Genesee Counties and occasionally outside the region as required by NYSDOH or Agency needs. - IV.

Assists with employee evaluations and performance management processes in accordance with Agency policies. - B. External Promote awareness of Community Action of Orleans & Genesee, Inc. and Project Salus services. Develop and maintain productive relationships with schools, community organizations, healthcare providers, youth-serving agencies, and government entities. Communicate effectively with consumers, community members, coworkers, and the general public. Serve as an Agency representative within the community through participation on committees, coalitions, and community initiatives as approved by Agency administration. - V.

WORK ENVIRONMENT

Work is performed primarily in the Project Salus offices located in Albion, New York, with moderate noise generated by telephones, office equipment, staff, and clients. The Program Manager regularly works with adolescents and community partners in a variety of settings. Program implementation may occur in schools, libraries, community organizations, government facilities, faith-based organizations, and other community locations. Professional attire appropriate to the day's activities and community interactions is required. Occasional evening, weekend, and overnight travel may be required for trainings, conferences, meetings, program activities, and grant-related events. - VI.

QUALIFICATIONS

Minimum Qualifications Bachelor's Degree in Health Education, Public Health, Health Sciences, Human Services, Social Work, Education, or a related field. Minimum of three (3) years of experience providing comprehensive sexuality education, health education, youth development programming, or related services to adolescents. Demonstrated experience supervising staff, coordinating programs, or leading projects. Experience working with youth and the ability to foster inclusive, respectful, and non-stigmatizing environments. Preferred Qualifications Master's Degree in a related field. Experience managing grant-funded programs. Experience with program evaluation, reporting requirements, and budget management. Bilingual skills relevant to the communities being served. Required Knowledge, Skills, and Abilities Ability to facilitate discussions and deliver educational presentations to youth and community groups. Knowledge of reproductive health, reproductive anatomy and physiology, family planning, HIV/AIDS, and sexually transmitted infections. Strong organizational, communication, leadership, and public speaking skills. Ability to establish and maintain collaborative relationships with schools, community organizations, and government agencies. Ability to analyze program data and prepare reports. Ability to manage multiple priorities and work independently. Proficiency with Microsoft Office applications and other technology necessary to perform position responsibilities
