Job Description

Job Description Child Service Manager - Health, Mental Health and Behaviors Reports to:
Head Start Director Service Key Result Areas:
Health Mental Health Behaviors Requirements:
Education :
Bachelor of Science or Bachelor of Arts Degree in Special Education, Health, Early Childhood Education, Mental Health Services, or related field.
Experience :
Experience working with low-income families and children. Experience in personnel management, design and organization. Experience working with Children with mental health services is required.
Skills :
Excellent verbal and written communication, record keeping and monitoring skills. Computer skills are highly desired and excellent leadership abilities.
Knowledge :
Knowledge of child development and health, behavior management, and community resources. Knowledge of federal, state and local laws and requirement relating to licensure.
Ability :
Administrative ability, develop and implement policies, procedures, and plans, ability to plan a system of monitoring and evaluation of service areas and staff
Health/Mental Health/Behavior Responsibilities:
  • Helps ensure that all children receive necessary preventive and intervention services - Health and Mental Health screenings.
  • Oversees Health/Mental Health Services and conducts on-site monitoring visits regularly to ensures all compliance with local, State, and Federal standards and regulations.
  • Ensure on-going monitoring, tracking, follow-up, and analysis of Health/Mental Health services, including 45/90-day health requirement compliance is being met.
  • Review children's files to make sure they are current and complete
  • In conjunction with the Family Advocate Manager, monitors and tracks all health/dental events, all followed up failed/expired to ensure documentation in ChildPlus.
  • Ensure ongoing communication with Family Advocate Manager, providing support to ensure Family Advocates are working on and documenting all efforts toward health/dental.
  • Ensure Teachers are providing a positive social/emotional environment for each child.
  • Networking at advocacy functions with social agencies and other professionals to obtain family-needed services.
  • To ensure needed contracts and agreements are secured for appropriate service areas.
  • Assumes lead responsibility for setting policies, procedures, and written plans in Health/Mental Health and Behavior services.
  • Receive referrals from CSM-ED related to behavior concerns on DECA screenings
  • Ensure classrooms are in compliance with TPOTS (Teaching Pyramid Observation Tool)
  • Schedule and plan behavior meetings
  • Ensure staff have resources, training and support for with behavior issues and concerns; staff development around positive behavior guidance and strategies.
  • Attend Policy Council and other committee meetings as requested.
  • Responsible for making periodic monitoring visits to centers to assess progress in the content areas of Health/Mental Health.
  • Monitor and maintain special care plans, PIR, behavior plans, and mental health observations.
  • Establishes and ensures that the agency's Mental Health Consultant is utilized as appropriate in child/staff mental health concerns.
  • Develop collaborative relationships with internal and external stakeholders to educate on ACEs and promote trauma informed care.
  • Ensure that authorization from parents and other persons of legal authority of all health and developmental procedures is completed.
  • Responsible for sharing with parents the policies for health emergencies that require rapid response on the part of staff or immediate medical attention.
  • To ensure individualization of the mental health services for all children.
  • Assist in budget preparation and recommend allocation of funds for mental health supplies and equipment.
  • Conduct and arrange for staff and parent training in mental health.
  • Respects and maintains confidentiality and privacy of all records and information of staff, children, and families.
  • Facilitates and develop relevant professional development and training of staff. Ensures that staff receive the necessary professional development for their roles.
  • Provide clarification and technical support to all staff in implementing all Health policies and procedures.
  • Provide supervision, direction, and support to staff to provide feedback, training, and supervision on effective intervention and support strategies.
  • Assist with grant writing and the self-assessment process.
  • Meet with Mental Health Consultant regularly.
  • Attend and participate in community Health/Mental Health organizations through the program service areas.
  • Establishes, creates growth, and maintains the Health/Mental Health Services Advisory Committee.
  • Completes and submits the required monthly reports. Analyzes data for trends, patterns, and needs of families and children.
  • Attend training, staff meetings, and Family Advocate meetings as required.
  • Capacity and empathy to work with a diverse population, low-income families and children.
  • Reports suspected child abuse or neglect as required by law in accordance with agency policy and procedures and state guidelines.
  • Responsible for securing contract for Mental Health services
  • Follow policies on human resource requirements for contracted staff
  • Prepare and provide staff with stress management training.
  • Enter health treatments and follow-ups in the ChildPlus data system.
  • Monitor and ensure child injuries are documented.
  • Ensure individualization of health services for all children.
  • Develop partnership agreements with community health organizations, public health department, and public and private institutions.
  • Conduct monthly health meetings with Family Advocate staff.
  • Ensure health information forms are completed and collected during the initial home visits by Family Advocates.
  • Consult with teachers regarding sick children.
  • Train on proper oral hygiene.
  • Order and distribute medical and dental supplies.
  • Ensure all tornado kits are complete and updated.
  • Conduct tornado drills twice a year.
  • Conduct yearly training on blood borne pathogens, sanitation, and receiving, storing, and dispensing medication.
  • Ensure all employees are certified in CPR and First Aid and receive Epi-pen training.
  • Monitor Behavior Plans.
  • Monitor, observe, and work with children and teachers in the classroom.
  • CSM-MH may be required to assist in the classroom when needed.
Supervisory Responsibilities:
Promotes a collaborative, professional work environment that supports teamwork, cooperation and open communication. Remains accessible to employees and provides guidance to support effective job performance. Provide direction, coaching and support for staff in need of assistance with the health and mental health needs of the children. Encourage teamwork across service areas to support program goals and high-quality services for children and families.
Pay:
$55,931.20 per year
