Full-Time Position Summary WCH9 - Herald Home is a Community Crisis Home that serves as a statewide resource for adults with developmental disability and dual diagnoses referred through all 21 California Regional Centers. The home provides step-down services for clients transitioning from Institutions for Mental Disease (IMDs), hospitals, emergency or crisis facilities, and similar settings throughout California to a less restrictive, community-based environment. The Facility Administrator is responsible for the overall management, administration, operation, staffing, resident services, and regulatory compliance of Herald Home, including compliance with Title 17, Title 22, DDS, CCLD, and company requirements. The primary duty of this position is management of the facility and supervision of staff. The Facility Administrator exercises advanced leadership, independent judgment, crisis-management, communication, negotiation, behavioral and clinical coordination, documentation, problem-solving, and multi-agency collaboration skills. The position directs the work of two or more employees and participates in hiring, scheduling, training, performance management, corrective action, and disciplinary recommendations. Statewide travel throughout Northern and Southern California is required to meet prospective and current clients; conduct and participate in pre-admission assessments; evaluate behavioral, clinical, safety, staffing, and transition needs; coordinate admissions and transitions; and participate in discharge and step-down planning. Required on-call crisis response includes evenings, weekends, and holidays. Essential Job Duties and Responsibilities Direct, oversee, and manage the daily operations of WCH9 - Herald Home and its Community Crisis Home program. Supervise, direct, train, coach, evaluate, and monitor the performance of Assistant Administrators, Lead Direct Support Professionals, Direct Support Professionals, and other assigned personnel. Exercise independent judgment and discretion regarding staffing decisions, resident care coordination, operational procedures, policy implementation, and regulatory compliance matters. Develop, implement, and monitor staffing schedules to ensure appropriate staffing coverage and operational continuity. Participate in interviewing, hiring recommendations, employee training, performance evaluations, corrective action, disciplinary actions, and termination recommendations. Ensure facility operations remain compliant with Title 17, Title 22, DDS, Community Care Licensing, labor laws, and all applicable federal, state, and local regulations. Serve as the primary facility liaison, as applicable, with all 21 California Regional Centers, DDS, CCLD, Client Rights Advocates, IBST and other interdisciplinary team members, IMDs, hospitals and emergency/crisis facilities, behavioral and clinical professionals, families, conservators, and other agencies or stakeholders. Coordinate and participate in IPP, ISP, IBSP, IBST, interdisciplinary, behavioral review, transition, discharge, and other resident care-planning meetings; communicate decisions, responsibilities, and follow-up requirements accurately. Travel throughout Northern and Southern California to meet prospective and current clients and their support teams at IMDs, hospitals, emergency/crisis facilities, Regional Centers, and other program-related locations. Conduct and participate in pre-admission assessments and records reviews; evaluate behavioral, clinical, medical, safety, staffing, environmental, transportation, and transition needs and determine facility readiness in collaboration with authorized decision-makers. Develop and coordinate safe, person-centered admission and transition plans, including staffing, training, clinical and behavioral supports, transportation, equipment, medication, documentation, and continuity-of-care needs. Participate in discharge and step-down planning from admission forward, coordinating with the client and applicable stakeholders to support continuity of services and transition to the least restrictive appropriate environment. Oversee implementation and monitoring of person-centered care plans, behavioral support plans, healthcare and clinical coordination, risk-mitigation strategies, crisis plans, and transition objectives. Monitor facility operations to ensure residents receive appropriate supervision, healthcare coordination, transportation, nutrition, behavioral support, and daily living assistance. Ensure timely, accurate, complete, and confidential documentation, including incident and special incident reports, medication records, behavioral and clinical data, assessments, transition records, meeting notes, notifications, staff certifications, mandatory training, continuing education, and competency records. Maintain accurate and confidential resident, personnel, operational, financial, and regulatory records in compliance with company policy and regulatory requirements. Oversee facility purchasing, inventory, vendor coordination, budgeting, operational expenditures, and maintenance needs within approved operational budgets. Ensure the facility environment remains clean, safe, sanitary, properly maintained, and adequately supplied at all times. Provide required on-call crisis response, including evenings, weekends, and holidays, for urgent behavioral or clinical incidents, operational or staffing emergencies, licensing concerns, and time-sensitive admission, transition, or discharge issues; direct immediate response, escalation, notification, documentation, and follow-up. Promote resident rights, dignity, safety, confidentiality, and person-centered practices throughout facility operations. Maintain professional communication and working relationships with employees, residents, family members, healthcare professionals, consultants, and regulatory representatives. Transport clients to appointments, community activities, and other approved outings using company vehicles as needed. Maintain a valid California driver's license, acceptable driving record, and eligibility to drive under the company's insurance requirements. Follow all company policies and safety procedures related to resident transportation and vehicle operation. Provide limited direct care or operational coverage only as necessary to support facility operations, emergencies, staffing shortages, or resident safety needs. Attend required meetings, trainings, certifications, continuing education programs, and company functions. Perform other job-related duties and responsibilities as assigned consistent with operational and business needs. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Required and preferred qualifications include:
Must be at least 21 years of age in accordance with applicable Title 22 licensing requirements. Current ARF Administrator Certification required. Must possess and maintain certification or licensure as an RBT, Licensed Psychiatric Technician (LPT), or Qualified Behavior Modification Professional (QBMP). Minimum two (2) years of experience providing services to individuals with developmental disabilities and challenging behaviors. Prior supervisory or management experience in a residential care, healthcare, behavioral health, or related setting preferred. DSP 1 and DSP 2 certifications required. Working knowledge of Title 17, Title 22, DDS requirements, CCLD standards, Community Crisis Home operations, client rights, person-centered planning, behavioral services, crisis response, and residential care compliance. Ability to supervise employees, manage operations, exercise sound judgment, and make independent decisions regarding facility administration and resident care services. Advanced leadership, crisis-management, communication, negotiation, behavioral and clinical coordination, documentation, organization, problem-solving, conflict-resolution, and multi-agency collaboration skills. Demonstrated ability to evaluate complex client needs and records, lead high-stakes planning meetings, coordinate across multiple agencies, and make timely, sound decisions during admissions, transitions, and crises. High School Diploma or GED required. Current CPR and First Aid certification required. Successful completion of DOJ/FBI fingerprint clearance, health screening, and TB clearance required. Valid California driver's license with acceptable driving record and eligibility to drive under the company's insurance requirements required. Ability and willingness to travel regularly throughout Northern and Southern California, including extended-distance and occasional overnight travel, on schedules driven by referral, assessment, admission, transition, discharge, and crisis needs. Ability to maintain reliable telephone availability and respond promptly while assigned to the required on-call rotation, including evenings, weekends, and holidays. Regular statewide travel throughout Northern and Southern California is an essential function; travel may involve long-distance driving, air travel, overnight stays, variable schedules, and visits to secure, clinical, or crisis settings. Regular interaction with individuals who may display aggressive, self-injurious, unpredictable, or challenging behaviors. Possible exposure to communicable diseases, blood-borne pathogens, bodily fluids, cleaning chemicals, medicinal preparations, and other conditions common to healthcare and residential care environments. Ability to effectively respond during emergencies, behavioral incidents, staffing shortages, evacuations, and crisis situations.
