Job Description

Position Overview :
Under general supervision of the Mayor, the Director of Recreation plans and directs all programs, operations and facilities of the Recreation department, supervises the employees who work in the department and performs various administrative duties in the department. Maintains up-to date training certifications, knowledge, and expertise on all programing, equipment, infrastructure and facilities. The Director of Recreation also performs various customer service activities. The Director is responsible for ensuring that recreation services, facilities and programs reflect the needs and expectations of the Rocky River community while maintaining high standards of customer service, fiscal responsibility, safety and operational excellence. The Director uses standard office equipment including, but not limited to, the City's telephone system, computers, recreational software, timekeeping software, copy and fax machines, and related recreational equipment. The work is performed in a typical recreational and office environment where the employee is not generally exposed to adverse environmental conditions.
Duties:
Administration & Department Leadership
  • Provide overall leadership and direction for Recreation Department operations, facilities, programs and personnel.
  • Establish, review and implement department policies and procedures consistent with City policies, industry standards and community needs.
  • Prepare and administer annual operating, equipment and capital budgets and monitor departmental revenues and expenditures.
  • Evaluate and recommend fee structures for programs, activities, memberships and other department services.
  • Approve and monitor departmental expenditures in accordance with City policies and procedures.
  • Administer department contracts and purchasing activities.
  • Oversee the application of appropriate risk management principles throughout department operations.
  • Participate in meetings with the Mayor, City administration and other department heads. Personnel Management
  • Lead the recruitment, hiring, development, evaluation and coaching of Recreation Department staff.
  • Provide leadership, direction and support to department managers and coordinators.
  • Coordinate and provide training and professional development opportunities for department employees.
  • Monitor employee performance and ensure compliance with City and department policies and procedures.
  • Evaluate staffing levels for department programs, facilities and activities and make adjustments as necessary.
  • Foster a positive, professional, collaborative and service-oriented organizational culture. Facilities, Parks & Capital Planning
  • Direct the operation, maintenance and long-term planning of City recreation facilities, parks and recreational spaces.
  • Identify capital and equipment needs and develop long-term plans for new purchases, replacement and maintenance of department assets.
  • Develop and manage comprehensive equipment replacement plans for fitness equipment, recreation facilities, parks, aquatics, ice operations and other department assets.
  • Provide direction and oversight for recreation-related construction, renovation and capital improvement projects from planning through completion.
  • Ensure facilities and recreational spaces are maintained consistent with community expectations, applicable regulations and industry standards.
  • Collaborate with other City departments and outside professionals on planning, construction, maintenance and infrastructure projects. Program Planning & Development
  • Identify community recreational program and service needs and provide leadership for the development, implementation and evaluation of department programs.
  • Monitor program enrollment, attendance and participation.
  • Evaluate existing programs and recommend improvements based upon community needs, participation and industry trends.
  • Support staff in developing innovative and traditional recreational opportunities for residents of all ages and abilities.
  • Oversee department marketing and promotional efforts designed to increase awareness, participation and engagement. Community & Customer Relations
  • Maintain a strong commitment to customer service and assist in resolving significant concerns involving programs, facilities or department operations.
  • Coordinate with community groups and organizations involved in recreational programming and services.
  • Represent the Recreation Department and City at public functions, meetings and community events.
  • Communicate department plans, programs, financial information and facility needs to City Council, City Administration and the Parks & Recreation Commission.
  • Coordinate with the Rocky River Parks & Recreation Foundation on philanthropic initiatives and opportunities, as appropriate.
  • Participate in the oversight of Tri-City Park in collaboration with the recreation departments of Fairview Park and Westlake.
  • Develop and maintain productive relationships with schools, community organizations, agencies and other partners. 5. Miscellaneous
  • Performs various miscellaneous duties as assigned
  • Represents department and City at public functions
  • Attends training and seminars as needed to maintain current awareness of the field and licensing
  • Represents Department interests in working with Recreation Commission and Parks & Recreation Foundation

Pay:
$80,000.00 - $117,000.00 per year
