County Veterans Service Officer

Job Description

Description The Veterans Service Officer serves as the primary advocate and resource for veterans and their dependents, assisting them in obtaining federal, state, and local benefits and services. This position provides counseling, guidance, and support related to benefit programs, healthcare services, education, insurance, compensation claims, and other veteran resources. The Veterans Service Officer acts as a liaison between veterans, government agencies, healthcare providers, community organizations, and county leadership while managing office operations, outreach activities, reporting requirements, and transportation services for veterans. Responsibilities Counsel, advise, and assist veterans and their dependents regarding eligibility and application processes for federal, state, and local veterans' benefits and programs. Assist clients with applications for compensation, pension, healthcare, education, insurance, burial benefits, vocational rehabilitation, and other available benefits. Provide guidance and assistance with non-veteran benefit programs, including Social Security, Medicaid, and unemployment compensation. Prepare, review, and submit benefit applications, claims, appeals, and supporting documentation. Develop, gather, and organize evidence necessary to support claims and benefit determinations. Coordinate with the U.S. Department of Veterans Affairs, Veteran Service Representatives, healthcare providers, and other agencies regarding benefit applications and services. Conduct home, hospital, nursing home, and other off-site visits to assist veterans who are unable to travel to the office. Coordinate healthcare appointments, referrals, and placement services for veterans through VA facilities and Veterans Homes. Refer veterans and their families to available community resources, support programs, long-term care, in-home care, and respite care services. Assist veterans with requests for military record corrections and related documentation. Maintain accurate electronic and physical filing systems, records, and case files. Prepare reports, correspondence, meeting minutes, statistical data, and other required administrative documentation. Prepare and manage departmental budgets and submit required reports to county and state agencies. Attend professional development, accreditation training, seminars, and meetings to maintain knowledge of veterans' programs and regulatory changes. Develop public information materials and conduct outreach efforts to increase awareness of veterans' services and benefits. Monitor legislative and policy changes affecting veterans and communicate relevant information to stakeholders. Investigate complaints, resolve concerns, and provide exceptional customer service to veterans and their families. Serve as a liaison between veterans, community organizations, veterans' organizations, government agencies, and the public. Represent the Veterans Service Office at meetings, public events, veterans' organization functions, and community outreach activities. Serve as Secretary to the County Veterans Service Committee, including recording and maintaining meeting minutes and supporting committee activities. Coordinate scheduling, maintenance, reporting, and volunteer operations associated with veteran transportation programs. Maintain accountability for department resources and comply with county purchasing policies and procedures. Provide verbal and written reports to the County Veterans Service Committee and County Board regarding department activities and services. Attend ceremonies, community events, public speaking engagements, and veteran recognition activities as needed. Attend and participate in required training. Perform all other duties as assigned. Skills Knowledge of veterans' benefits programs, eligibility requirements, and applicable federal, state, and local regulations. Ability to interpret and apply laws, policies, and procedures related to veterans' benefits and services. Strong customer service, advocacy, communication, and interpersonal skills. Ability to interview, counsel, and assist veterans and their families with benefits and services. Strong organizational, time-management, and problem-solving skills. Ability to work independently, manage multiple priorities, and maintain accurate records and documentation. Ability to maintain confidentiality and exercise sound judgment when handling sensitive information. Proficiency in Microsoft Office applications, Outlook, databases, and online research tools. Ability to build and maintain effective working relationships with veterans, community organizations, healthcare providers, and government agencies. Ability to stay current on changes to veterans' benefits programs and regulations. Compassionate and patient approach to serving veterans and their families. Qualifications Must have served on active duty in the Armed Forces of the United States, other than active duty for training. Must have received an honorable discharge or other honorable separation from military service. Must be a bona fide resident of the State of Nebraska for at least one year immediately prior to appointment, unless waived in accordance with Nebraska State Statute. Must obtain and maintain accreditation as a Veterans Service Officer through the Office of General Counsel. High School diploma or equivalent required. Valid driver's license required. Ability to travel throughout the county for outreach visits, meetings, and veteran assistance activities. Ability to work evenings, weekends, and other non-traditional hours as needed for outreach events, meetings, and community activities. Ability to pass all required background checks and meet county employment requirements. Working Environment While performing the duties of this job, the employee will be exposed to indoor and outdoor conditions. The noise level in the work environment is usually moderate to loud.
