Overview About the Village of Hazel Crest The Village of Hazel Crest, Illinois is a vibrant community governed by an eight-member Board (Mayor, six Trustees, and Village Clerk) and professionally managed by a Village Manager who oversees day-to-day operations. Our elected officials, staff, and residents take great pride in our excellent schools, beautiful parks, and well-maintained properties, making Hazel Crest an outstanding place to live and work. Position Overview The Village of Hazel Crest is seeking a strategic and collaborative, culturally mindful, and solutions-oriented Human Resources & Risk Management Director to lead a full-service municipality. This pivotal leader will support 125 employees across public safety, utilities, public works, and professional operations while fostering a positive, high-performance workplace culture. In this vital leadership role, you will act as both a culture steward and a process architect. You will be responsible for protecting our workplace foundation while building modern, efficient systems across all HR functions. Core Responsibilities
    Labor & Employee Relations:
    Manage complex employee relations, guide workplace investigations, administer performance management programs, and oversee multiple collective bargaining agreements.
      Risk & Benefits Management:
      Direct risk management, safety initiatives, workers' compensation, and self-insured benefits. Administer multiple public retirement programs (including IMRF defined benefit and defined contribution plans).
        Strategic Leadership:
        Partner closely with department leaders to modernize HR service delivery, introduce advanced manager tools, drive workforce analytics, and champion talent acquisition and leadership development. Required Qualifications
          Education:
          Bachelor's degree in Human Resources, Public Administration, Business Administration, or a closely related field.
            Experience:
            Minimum of five (5) years of executive-level human resources management experience strictly within a municipal or county government setting.
              Certification:
              Professional HR certification such as PHR, SPHR, SHRM-CP, SHRM-SCP, PSHRA-CP, or
              PSHRA-SCP
              (or the verifiable ability to obtain within two (2) years of hire). Preferred Qualifications
              • Master's degree in Public Administration (MPA), HR, Business Administration, or a related field.
              • HR leadership experience in a municipality of similar scale and complexity, specifically managing 24/7 public safety operations.
              • Demonstrated success modernizing municipal HR service delivery, implementing supervisor tools, and utilizing workforce analytics.

              $85,000.00 - $100,000.00 per year
