10/05/2026 Job Description The Rockland County Department of Health is seeking a qualified and experienced professional to serve as a Human Resources Manager . The work is professional supervisory work of a complex nature involving responsibility for the daily oversight and coordination of one or more human resources/personnel functions, including classification, personnel transactions, labor relations, administration of aspects of the civil service system, recruitment, employee relations, training and development, employee benefits, and related human resources operations. The successful candidate will manage and develop human resources/personnel operations, ensure compliance with applicable federal, New York State and local laws and regulations, interpret and apply New York State Civil Service Law and Rockland County Civil Service Rules, respond to inquiries, resolve personnel-related issues, and collaborate effectively with employees, appointing authorities, elected officials, applicants and other stakeholders. Responsibilities may include oversight of civil service examinations and hiring processes, personnel transactions, HRIS systems, classification procedures, recruitment and talent acquisition, employee benefits, employee and labor relations, EEO matters, and compliance with applicable employment laws and collective bargaining agreements. The position also involves developing and implementing procedures and processes, conducting and overseeing human resources projects, developing and conducting training programs, preparing reports, and supervising professional, technical and clerical staff. The work is performed under the general direction of a higher-level administrator or manager. Supervision is exercised over professional, technical and clerical staff.
Minimum Qualifications:
A Bachelor's degree or higher and five (5) years of paid managerial or administrative work experience in human resources/personnel, which must include at least two (2) years of direct oversight of staff performing two (2) or more human resources/personnel functions, such as recruitment and talent acquisition, selection, civil service personnel actions, job announcements/job descriptions, classification, job development, resume/application review, compensation, payroll, employee benefits, employee training and development, employee and labor relations, performance management, compliance, HRIS management, or related functions.
Substitutions:
A Bachelor's degree or higher in Psychology, Industrial/Organizational Psychology, Labor Relations, Human Resources, Business Administration, or a comparable degree may be substituted for one (1) year of the required paid general work experience. Graduation from high school or possession of an equivalency diploma, plus additional years of the required paid work experience, may be substituted for the college degree on a year-for-year basis.
Other Requirements and Information:
Candidates must meet the minimum qualifications established for the Human Resources Manager position. Thorough knowledge of New York State Civil Service Law and the ability to interpret and apply applicable federal, state and local laws, rules, regulations, policies and labor contracts is required. Knowledge of Rockland County Civil Service Rules and labor contracts is preferred and will be demonstrated during the probationary period. Candidates should possess strong written and oral communication skills and the ability to establish and maintain effective working relationships with employees at various levels of government and with the public. Experience supervising professional, technical and/or clerical staff and managing multiple human resources/personnel functions is highly desirable.
