Job Description

Human Resources Director Job Summary The Human Resources Director is responsible for planning, directing, and overseeing all Human Resources functions for ResourceCare Healthcare Center. This position ensures the organization maintains a qualified workforce, complies with applicable employment laws and regulations, and supports the organization's mission through effective workforce planning, leadership development, and Human Resources management. Essential Duties and Responsibilities Develop, implement, and administer Human Resources policies, procedures, and programs. Provide leadership and guidance to managers on employee relations, performance management, coaching, and policy interpretation. Oversee recruitment, hiring, onboarding, orientation, and employee retention initiatives. Partner with department leaders to support workforce planning, succession planning, and appropriate staffing levels. Administer employee compensation, benefits, leave programs, and wellness initiatives. Ensure compliance with all applicable federal, state, and local employment laws and regulations, including HRSA and accreditation requirements. Maintain Human Resources records, reports, and documentation in accordance with regulatory requirements. Oversee employee performance evaluation processes and provide guidance on corrective action and disciplinary matters. Review and advise management regarding employee investigations, disciplinary actions, and terminations. Develop and coordinate employee training, leadership development, orientation, and mandatory compliance education. Promote employee engagement, recognition, and retention initiatives that support a positive workplace culture. Administer Workers' Compensation, unemployment claims, and other employment-related programs. Oversee Human Resources Information System (HRIS) administration and personnel data management. Monitor Human Resources metrics and provide recommendations for continuous improvement. Prepare and submit required Human Resources reports to executive leadership, the Board of Directors, regulatory agencies, and other entities as required. Serve as a member of the Senior Leadership Team and participate in organizational planning, quality improvement, and strategic initiatives. Maintain confidentiality of employee and organizational information. Serve on committees and attend meetings as assigned. Perform other duties consistent with the responsibilities of the position. Minimum Qualifications Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field required. Human Resources certification (SHRM or HRCI) preferred. Minimum of five years of progressive Human Resources leadership experience, preferably in healthcare or an FQHC. Knowledge of federal and state employment laws, Human Resources best practices, and healthcare regulatory requirements. Demonstrated leadership, communication, organizational, problem-solving, and interpersonal skills. Proficiency with Human Resources information systems (HRIS) and Microsoft Office applications.
